Endeavour to Provide Better Healthcare for People

Currently, the health system in Hai Duong province has 40 administrative units and 265 grassroots public clinics. Non-state medical units increased from 1,247 in 2008 to 1,331 in 2013. In spite of insufficient facilities and medical staff, the health sector Hai Duong province has still managed to achieve encouraging results in the face of complicated disease development.
 
Health Department Director Doan Manh Tien, an excellent doctor who was honoured to be the excellent executive in the time of Ho Chi Minh, has led the health sector to success and made it an example in the country. In expertise management, Director Tien pays special attention to preventive medicine in an attempt to preclude epidemics or major food poisoning of epidemic deaths. The health sector has applied and developed many modern medical techniques into healthcare. Many province-level scientific theses have been practically applied to health services.
 
Health insurance for everyone is a goal to be achieved in the development process. The universal health care will be achieved when everyone receives health services when they need without being affected by financial difficulties. Adjusting universal healthcare policies is not the serve responsibility of the health sector only. Prioritised State budgets for healthcare plus good macroeconomic development are critical factors for expanding investments in human resources for primary health care.
 
Hai Duong province in particular and Vietnam in general are reforming health care, especially primary health care. So, there is a need for more investment, especially for rural areas. And, the health sector of desires to learn from Japanese experiences in protecting and enhancing human health as well as investment cooperation with Japan. Director Tien said Hai Duong province’s health sector is very eager to receive active cooperation and support from the National Diet and Government of Japan as well as Japanese health organisations to develop universal health insurance, or the health for everyone. Hai Duong is committed to using international supports in the most efficient manner.
