Comprehensive Development of Human Resources

In recent years, Ha Giang economy has seen prosperity; the lives of people and Ha Giang ethnic minority have significantly improved; the economy has developed sustainably based on accelerating the process of industrialization and modernization of each sector and area; and investment in vocational training and workforce development is paid due attention to.
Ha Giang consists of 19 ethnic groups; the population of the province by the end of 2010 was 737,678, in which 354,772 are at working age. Traffic system remains difficult; the life of the people of Ha Giang still faces many difficulties; income of labour remains low; and the poverty rate remains high.
 
Stemming from the above situation, the Department of Labour, Invalids and Social Affairs of Ha Giang Province has advised the province on vocational training and employment address for workers. The department highlighted that to accelerate the process of industrialization and modernization of agriculture and rural areas and associate training with employment, it is important to invest in vocational training institutions’ facilities and equipment, standardize training staff and teachers, plan the network of vocational training institutions in the province, and mobilize authorities of all levels, organizations, party officials and the people of the province to participate in vocational training, which has made the number of employees participating in training higher than the previous year.
 
At the same time, it is essential to promote the development of provincial labour associated with the requirements of international integration. Human resources must be developed in a comprehensive way, which is to enhance population quality intellectually and physically with mind power in consistent with the requirements of each stage of development. In addition, it is necessary to build a team of disciplined labour with industrial labour style and high quality. Reasonable structure suitable with industries, fields and areas in the province is required. Human resources development should respect and attract the participation of the whole community, creating opportunities for all people, especially those in the less developed areas. In workforce development, priority is given to re-training and fostering professional skill; the training of workforce must be in accordance with the province's economic restructuring and growth.
