Ha Nam Strengthening Legal Accessibility for People and Businesses

Ha Nam Provincial People’s Committee recently issued Plan 136 on legal support for local small and medium-sized enterprises (SMEs) in 2025.

The plan aims to further specify the Law on SME Support of 2017 and Decree 55/2019/ND-CP of the Government dated June 24, 2019 on legal support for SMEs.

According to the Ha Nam Department of Justice, law dissemination and information, especially to SMEs, is a particularly important task that helps companies enhance their capacity of perceiving, enforcing and complying with laws towards an equal and healthy business environment. This also helps improve law-based State management of joint ventures and raise Ha Nam’s Provincial Competitiveness Index (PCI) in 2025.

Plan 136 emphasizes that enhancing legal accessibility for people and businesses is one of the important solutions to ensure the right to access information and promote public participation in law-making and enforcement. Being aware of that importance, Ha Nam province has synchronously deployed solutions to boost public accessibility to laws and law enforcement.

One of the key solutions is to further reform law dissemination and education and increase interactions in law dissemination.

Accordingly, all legal documents issued by the Provincial People’s Council and the Provincial People’s Committee are updated on the National Database of Legal Documents. All investment policies and information are published on the website of the Provincial People’s Committee and websites of relevant agencies and authorities to provide businesses access. In addition, the committee directs the Department of Justice to regularly introduce new legal documents, edit legal documents concerning SMEs and post them on the relevant website.

Agencies, authorities and business associations regularly answer and provide legal support for SMEs through many forms such as direct consultation, written answers and offline dialogues. Ha Nam Industrial Zones Authority arranges its employees to be on duty and provide around-the-clock support for businesses in applying regulations.

In 2025, it will organize at least one seminar/dialogue or one legal knowledge training course for businesses and legal supporters for businesses. Communication contents include the province’s socioeconomic information updated on a monthly and quarterly basis; the master map of planning projects approved by the Provincial People's Committee; planning information, land-use plans inside and outside industrial zones; the annual land price list in the province; the list and information of investment projects; information on SME support plans, programs, projects and activities; preferential policies and investment support; and central and local legal documents concerning businesses.

Furthermore, the Department of Justice regularly introduces new legal documents, edits legal documents concerning SME support and posts them on the relevant website, thus facilitating businesses to access information on legal regulations, regimes and policies.

In addition to regularly updating and publicizing legal documents, regimes and policies and supporting easy access for SMEs, the province will focus on organizing conferences and training courses after it successfully opened dozens of training courses to foster legal knowledge and business management skills with thousands of participants.

Training and coaching contents are involved in various topics such as business startup, business strategy planning, human resource management, financial management, skills and operations, training classes on Law on Enterprises, Law on Investment, instructive documents for enforcement, and training classes on tax laws and policies.
