The Northwest has great potential for tourism development - home to more than 30 ethnic groups in imposing scenery with rich diverse culture forms. In recent years, tourism has become one of the important economic sectors contributing to poverty reduction for Northwestern ethnic minorities. The Northwest has been strengthening cooperation and links for regional tourism development on the basis of promoting strengths of each locality.
Along with demands of socio-economic development as well as of national security and defence, the Government has directed localities to actively promote tourism, spread strengths of tourism and tangible and intangible cultural heritages in the Northwest to domestic and international friends. Through the strategic cooperation and exchanges of areas, local leaders and authorities have pointed out shortcomings and difficulties in Northwestern tourism development and provided key tasks to create breakthroughs in promoting regional tourism development in a sustainable manner.

The Government has also required local governments to focus on preserving, restoring and upholding national cultural heritages which have been recognized worldwide. In the upcoming time, the region should concentrate on planning and developing national tourist sites, especially for 12 regions: Dong Van Karst Plateau (Ha Giang), Ban Doc Falls (Cao Bang), Mau Son (Lang Son), Ba Be Lake (Bac Kan) Tan Trao (Tuyen Quang) Phu Tho, Dien Bien, Moc Chau (Son La), and Hoa Binh reservoir. Four national tourist sites which were identified in the plan are Lao Cai City, Lang Son City, Pac Po (Cao Bang) and Mai Chau (Hoa Binh).

Along with that, Northwest region should continue to study mechanisms and policies to attract all social resources, promote public-private links for tourism development; at the same time, the region has proper policies to prioritize infrastructure development, particularly in terms of traffic , transportation, hotels and tourist infrastructure; attract strategic investors investing in community development, particularly in the areas of ethnic minorities; effectively deploy international cooperation activities, take advantages of Northwestern geography for tourism development with neighbouring countries.
Besides strategic solutions, the Northwestern provinces need to focus on promoting regional links, inter-regional ones in planning, tourism human resource development, development of specific tourist products associated with Northwest tourism brand development, especially promoting border gate trade tourism.
