One of measures to enhance provincial competitiveness is supporting enterprises with easy access to land. The Department of Natural Resources and Environment has advised the Bac Ninh Provincial People’s Committee and relevant bodies to carry out land management tasks.
In the year, the natural resources and environment sector has effectively built and carried out solutions to raise access-to-land index by perfecting and publicising land-use planning to 2020, the five-year land-use plan from 2011 to 2015 in all three levels; directing businesses to follow processes and procedures of land reclamation, land allocation, land lease, land compensation and site clearance; accelerating administrative procedure reform to remove overlapping and duplication; improving the quality of technical support services for businesses; and promptly assisting businesses to remove difficulties and obstacles arising from their project deployment. These consistent measures helped businesses to access information on land resources and production space, and reduce the time, effort and expense needed for handling procedures.
In the first six months of 2015, the department submitted to the Provincial People’s Committee for approval of the land price plan in 2015, the revised land use plan to 2020, and the land use plan (2016-2020). The department issued decisions to take back land, allocate land, lease land and change land-use purposes. Regarding serviced residential land, the province allocated 577.8 ha of land to 94 projects, including 24,889 planned lots covering 249.3 ha in total. The department approved 11,169 lots and handed 7,162 lots of land. The province also issued 8,378 land-use rights certificates to households and individuals.
In environment field, the department inspected 71 production and business units for their compliance to the Environmental Protection Law, and approved 43 environmental impact assessment reports and 14 detailed environmental protection projects (districts ratified 180 environmental protection projects). The province has 550 effective waste sites in rural areas. Bac Ninh has also achieved good results in water and mineral resources management.
To fulfil missions in 2015, the sector has focused on some key tasks like completing the adjustment to land-use planning to 2020 and land-use plan in 2016 - 2020; adjusting district land-use planning to 2020; assessing residential land allocations and granting land-use rights; actively responding to climate change; speeding up the construction progress of solid waste treatment projects in Yen Phong, Thuan Thanh and Gia Binh districts; coordinating with relevant sectors and localities to inspect gravel and sand mining, water resources exploitation and inland canal dredging.
The Bac Ninh Department of Natural Resources and Environment has sped up administrative reforms; raised awareness and understanding of public administration reform for civil servants, officials and citizens; reviewed and publicised public administration reform; supported organisations and individuals to work in an equitable legal environment, and ensured satisfaction of individuals and organisations in public services. With the effort of all the staff of the natural resources and environment sector, land access of enterprises will be much easier.
