Vehicle registry has now been provided online at the National Single-window Gateway. The Vietnam Register is one of the first units of the Ministry of Transport to apply information technology to its services and have the best coordination from customs authorities.
According to the Vietnam Register under the Ministry of Transport, as many as 216 registration documents had been filed to the National Single-window Gateway and a total of 3,826 vehicles were certified as of September 29, 2015.
The Customs Information Technology and Statistics Department under the General Department of Vietnam Customs is making an effort to promote connectivity with police agencies and domestic tax agencies to complete registration procedures and refund registration duties. This will further facilitate businesses to do vehicle registration.
With the working effort and preparation of the Customs Information Technology and Statistics Department under the General Department of Vietnam Customs with the Vietnam Register, public services labelled Level 4 were officially provided online at the National Single-window Gateway in May 2015. Two first electronic procedures were quality certification for imported motorcycles and imported electric bicycles. In August 2015, three new procedures were added to the gateway, including quality certification for technical safety and environmental protection for motorised vehicles, for special purpose vehicles, and for imported vehicles used for human transportation.
Thus, when businesses carry out the five above procedures, all related stages like reception, settlement and result return are done electronically via the National Single-window Gateway website,
www.vnsw.gov.vn.
Businesses will no longer need to go directly to registry and customs offices, but they only need to register and receive results via internet. This is a huge progress as they have to complete 14 manual steps to obtain registration certification, and businesses have had to go back and forth at least three times to registry and customs offices. That is only in theory given all procedures and steps are correct. If there is any mistake or error, they have to go to these agencies even more often to have their procedures completed. Authorities at the service also have to check up and down, thus requiring more time and personnel to settle such cases. When procedures are provided online, customers do not need to go to registry and customs offices to complete their procedures. Thus, the time needed for these procedures is shortened to 1-2 days from 5-10 days earlier.
As of October 12, 2015, 504 quality registration documents (for motorcycles, electric bicycles, special-use vehicles, motorised vehicles, 4-wheel vehicles) had been submitted to the National Single-window Gateway by 152 companies. Currently, the General Department of Vietnam Customs - a standing agency of the National Steering Committee for ASEAN Single-window - is making efforts with relevant bodies like taxation and policy agencies to have procedures completed in the shortest time. Then, registration procedures and registration tax refund will be finalised, thus further facilitating businesses in the field of registry.
