Vietnam Social Security Further Renovating and Improving Communication Effects
Communication officers of the social security sector has worked hard to fulfill the sector’s political tasks and bring policies and laws on social insurance and health insurance to the people.
At the conference reviewing communications in 2018, previewing tasks to be done in 2019 and information and communication skills training in the southern region of the Vietnam Social Security (VSS) in Lam Dong province, Mr. Nguyen Van Yen, Vice Chairman of the Lam Dong Provincial People’s Committee, said that communication has made an important contribution to raising awareness and directing public opinions to policies and laws on social insurance, health insurance, unemployment insurance - pillars of sustainable social security of the country.
Mr. Dao Viet Anh, Deputy General Director of the Vietnam Social Security, highly appreciated efforts of communication officers of the sector. The VSS has collaborated with all branches and social and political organizations from central to local levels to actively hold more than 10,000 dialogues and meetings on social insurance and health insurance policies, thus raising communication effects on social insurance and health insurance and attracting social interests. Information and communication works of Party committees and authorities from the central to local levels have made progress. Party committees and authorities have actively raised their responsibility in leading, directing and mobilizing people to buy social insurance, health insurance and unemployment insurance.
The communication cooperation with press and media agencies from the central to local levels continued to be expanded to increase the broad coverage of news and articles on social insurance, health insurance and unemployment insurance. Vivid and diverse communication contents interested readers and viewers. More than 30,000 source articles relating to the social insurance sector highlighted images, activities and results of the sector.
After training courses aimed to equip communication knowledge and skills for social insurance, health insurance, unemployment insurance, communication officers of the sector have become more professional and more effective in working.
In 2018, social insurance policyholders totaled 14.724 million, equal to 102.27% of the full-year plan; unemployment insurance policyholders reached 12.68 million, equal to 101.1% of the plan; and health insurance policyholders hit 83.515 million, equaling 102.3% of the plan, increasing the health insurance coverage to 88.5% of the population. Overdue social insurance premiums equaled 1.7% of receivable premiums, the lowest level ever.
To ensure best legitimate rights and interests of social insurance and health insurance policyholders, in the year, the entire social security sector reviewed and handed over 13.3 million social insurance books to employees, fulfilling 99.28% of the insured; settled 119,747 people enjoying pensions and monthly social insurance allowances; and spent VND99 trillion on medical claims from over 177.6 million customers.
Administrative procedure reform in the social security sector continued to make progress to facilitate and satisfy organizations and individuals when working with social insurance agencies. The Government’s Steering Committee for Public Administration Reform hailed the sector for “effectively carrying out administrative reform tasks, highly appreciated by the business community and domestic and foreign specialized organizations, becoming a leading light in realizing Resolutions No. 19 of the Government”. In the Vietnam ICT Readiness Index Report 2018, the Vietnam Social Security was again ranked second among public service providers.
Especially, in 2018, successfully hosting the 35th ASEAN Social Security Association (ASSA) Board Meeting and chairing the ASSA in the 2018-2019 term, VSS enhanced the status and image of the country and the social security industry to international friends and affirmed that the Vietnam Social Security is a friend, an important partner of the regional and world social security community.
To boost communication effect in 2019, Mr. Dao Viet Anh proposed further innovating and improving professional communication works to increase public satisfaction; further maintaining and expanding relationships with central and local social and economic agencies and media agencies to better conduct communication activities; better using communications to direct the public to target contents to fulfil assigned political tasks; focusing more on contents of public concerns like policies on social insurance, health insurance and unemployment insurance; and employing more interactive communication forms like consulting, dialogue and talk shows at the grassroots level in order to expand the coverage of the insured.
