Vietnam’s electronic customs data processing system operated automatically and stopped receiving customs declarations when the registered volume reached April’s export quota of 400,000 tons.

On April 13, the General Department of Vietnam Customs officially released information on the export quota. The agency followed the Prime Minister’s direction on rice export amid epidemic, drought and saltwater intrusion. On April 10, the Minister of Industry and Trade issued Decision 1106/QD-BCT to announce rice export quota for April 2020. The decision, effective from 00:00 on April 11, 2020, stipulates quota management principles.
Specifically, traders who register customs declarations sooner will have export quota sooner. The declared quantity on registered declaration forms will be subtracted from the permitted export amount in April.
In case customs declaration is no longer valid for carrying out procedures or the actual export quantity is less than the declared amount on the customs declaration form, the balance will be added back to the April quota.
Customs declaration forms are valid for carrying out customs procedures until the total registered quantity of export reaches 400,000 tons (excess quantity will be not valid).
According to the General Department of Vietnam Customs, the VNACCS/VCIS automated customs clearance system, funded by the Government of Japan, is operated automatically. To carry out the decision of the Ministry of Industry and Trade, the General Department of Customs needs time to set up criteria on the system.
From the midnight of April 11, 2020, the modified system was operated automatically, from receiving application forms to subtracting the quota amount, on the principle of first come, first served, without manual intervention.
The e-customs data processing system automatically stops receiving customs applications when the registered quantity reaches the export quota in April (400,000 tons).
According to data from the General Department of Customs, 40 companies registered to export 399,999.73 tons of rice from 00:00 to 19:34 on April 12.
