Developing Modern Rural Area, Sustainable and High Value Agriculture

In 2021, despite being heavily affected by the COVID-19 epidemic, the production value of the entire agricultural sector in Bac Giang province still reached VND 38,310 billion, up 4.4%, the highest in recent years. This is the foundation for the province to set goals for the development of agriculture, rural areas and farmers in the new period.

The agricultural sector of the province has increasingly asserted its role supporting the economy; the average growth rate in the period 2016 - 2020 reached 2%/year. In 2021, in the context of difficulties caused by the COVID-19 epidemic, the production and consumption of agricultural products in Bac Giang province have still achieved many positive results.

Bac Giang has accelerated restructuring the agricultural sector, developing concentrated fruit growing areas with a total area of over 50,000 hectares. In which, the lychee growing area is over 28,000 hectares (the largest in the country); the total chicken herd is over 16 million birds, the pig herd is over 1.1 million heads (ranked 4th in the country). The production models according to VietGAP and GlobalGAP standards, the organic and high-quality clean agricultural production have been increasingly developed. Many agricultural products of the province have affirmed their brands in both domestic and foreign markets.

Particularly, the main product of lychee has created the image and brand of the province, the product has been exported to more than 30 countries around the world and become the first agricultural product of Vietnam to be officially granted a certificate of geographical indication in Japan. Especially, right at the peak of the COVID-19 epidemic, in July 2021, Bac Giang province actively supported people to successfully consume lychee, with three "best" points which were: The largest output ever (215,000 tons, up 30% compared to 2020); the best quality; and the largest consumption market (in the country and for export); thereby, affirming the brand and opening up new opportunities and directions for other agricultural products.

However, the agricultural and rural sectors of the province are also facing many challenges. In particular, the space for agricultural development is getting narrower, and fewer and fewer regions have advantages due to the rapid industrial and urban development; the world's demand for food has shifted to high quality products, traceability, towards organic, energy-saving, environmentally friendly and socially responsible products; along with that, technical standards tend to be tightened. The industrial revolution 4.0, especially digital technology, has an increasingly profound impact, significantly changing the production, business and daily lifestyle of each individual, requiring farmers to be sensitive to continue approach consumption channels in new ways. In addition, the growth of the agricultural sector is not sustainable, production inputs depend on the import market, the preservation and processing is underdeveloped, the production linkages in the value chain are limited, and the market is unstable.

In order to overcome those difficulties and challenges and move towards building a modern rural area with sustainable and high value agriculture in the coming time, Bac Giang will focus on completing and supplementing support policies for agricultural and rural development in the province in order to increase investment attraction in agriculture and rural areas; researching and organizing space for rural development scientifically, ensuring harmony between urban and rural areas; investing in the development of agricultural and rural infrastructure and commercial infrastructure in the countryside to ensure that it is increasingly modern, meeting the requirements of synchronous production in the coming period.

On the other hand, the province will promote digital transformation in agriculture to create room for growth through digitizing production areas, building a database of production areas, managing growing area codes and identification numbers associated with e-commerce, and the application of 4.0 equipment in production.

It will standardize of production processes (Viet Gap, Global Gap, organic production, biosafety); apply science and technology in seed, preliminary processing, processing and preservation of agricultural products to reduce input costs and improve the efficiency of post-harvest agricultural product quality.
