National Conference on Researching, Learning and Understanding the Resolution of the Party Central Committee (13th Term)

The Politburo and the Secretariat recently organized a national conference on researching, learning and understanding the resolution of the 8th Meeting of the Party Central Committee (13th term).

The meeting was connected to 16,242 central and local points nationwide. More than 1,441,200 officials and party members researched, studied and understood the resolution.

The meeting featured core issues and new points of resolutions of the 8th Plenum of the 13th Central Committee to raise awareness and responsibility of Party organizations and Party members at all levels in implementing tasks according to the resolution of the 8th Plenum of the 13th Central Committee. On that basis, Party organizations at all levels will continue to thoroughly grasp and widely propagate resolutions of the 8th Plenum of the 13th Central Committee in localities, agencies and units; and develop action plans and programs to execute the resolution of the 8th Plenum of the 13th Central Committee in a specific, practical and effective manner.

The conference heard speeches delivered by Party and State leaders, conveying four topics: Further promoting traditions and the strength of great national unity, making our country more prosperous and happier; further reforming and improving the quality of social policies, meeting requirements for national construction and defense in the new period; national defense strategy in the new context; and further building and fostering the role of intellectuals to meet requirements for rapid and sustainable national development in the new period.

At the session themed “Continuing to promote traditions and the strength of great national unity, making our country more prosperous and happier”, Politburo Member, President Vo Van Thuong said: Resolution 43-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to promote traditions and the strength of great national unity, making our country more prosperous and happier states four perspectives on great national unity. It highlights that great national unity is a precious tradition and an important and thorough strategic direction of the Party; a source of great strength, a decisive factor in the cause of national construction and defense.

Resolution 43 aims to further promote the traditions and the strength of great national unity, reinforce social consensus, strongly arouse patriotism, the will to national self-reliance, belief and desire to build an increasingly prosperous and happy country; help realize the goal that Vietnam will be a modern developing industrial country with upper middle income by 2030 and a socialist-oriented developed country with upper income by 2045.

In his report, Prime Minister Pham Minh Chinh said that the 13th Party Central Committee issued Resolution 42-NQ/TW dated November 24, 2023 on continued innovation and quality improvement of social policies to meet requirements for national construction and development in the new period.

The viewpoint of Resolution 42 affirms that social policy is a policy of taking care of people, for people, taking people as the center, as the actor, as the goal, motivation and resource for sustainable development of the country. It advocates reforming and improving the quality of social policies in a comprehensive, modern, inclusive and sustainable manner. Investing in social policy is investing in developing and ensuring the Party leadership and the State administration and supervision by elected bodies, the Vietnam Fatherland Front, and political, social and mass organizations.

Defense Minister General Phan Van Giang, Politburo Member, Deputy Secretary of the Central Military Commission, delivered a report on national defense strategy in the new context. Secretary of the Party Central Committee, Head of the Central Propaganda Committee Nguyen Trong Nghia delivered a report titled “Continuing to build and promote the role of the intellectual force to meet requirements for rapid and sustainable national development in the new period”.

The national conference lasted 1.5 days (a day of resolution research, study and understanding; 0.5 days for Party committees of provinces and cities and Party committees under the central government to implement the action program for implementation of resolutions).
