The program of building advanced and exemplary new rural areas (NTM) in Phu Xuyen District is being vigorously implemented by the government and the people. Under the direction of leaders at all levels, communes in the district have mobilized the active participation of the entire political system and the consensus of the people, making efforts to implement the criteria of building advanced and exemplary new rural areas. In particular, the roles of people and officials are clearly defined to help encourage and motivate each other to complete the criteria.
Prosperity in the advanced new rural commune
Phu Xuyen district now has asphalt roads and rows of green trees and flowers blooming on both sides, demonstrating the achievements in building an advanced new rural area. People's awareness of preserving and protecting the environment has helped village roads and alleys become spacious and clean, which has been more clearly demonstrated. Building a new rural area has helped agricultural production in Phu Xuyen develop more and more. Currently, the whole district has many specialized production areas for vegetables, rice, aquatic products, and fruit trees, which have brought high economic efficiency. This is a factor that promotes socio-economic development, improves people's lives, and helps many households get rich on their own land.
Coming to Nam Trieu commune today, many people are surprised by the changes in this purely agricultural locality with a rich revolutionary tradition. The roads have been solidified and have been named; houses are numbered. The village roads and alleys are spacious and clean, making it easier for people to travel. Walking around the alleys, it is almost impossible to see littering... It is known that through the conferences to verify the results of the steering committee for building new rural areas and the functional departments of Phu Xuyen district on verifying the results, scoring the criteria for the commune's advanced new rural areas, 15/19 criteria have been achieved, with a score of 97.05/100 points.
To achieve the above results, according to the Chairman of Nam Trieu Commune People's Committee, Phan Cao Lac, building advanced new rural areas is an important political task, which must be under the leadership of the Party, the people are the masters, and the government organizes the implementation. Therefore, it is necessary to carry out well the campaign "All people join hands to build new rural areas and civilized urban areas" and the movement "Women 5 no, 3 clean". Therefore, the work of directing and coordinating the implementation of advanced new rural construction in the commune has been widely deployed by Party committees, authorities, the Fatherland Front, political organizations, and social organizations, creating positive changes in awareness, action, and creating high consensus and unanimity among cadres and Party members, and has spread to every local resident. In recent times, Phu Xuyen has formed models of technology application to ensure food safety, meeting VietGAP standards, such as: Safe vegetable development model in Minh Tan commune with 5 hectares; Black grape growing model in Hong Thai commune; lotus growing model with all kinds of lotus varieties planted on about 40 hectares in Nam Trieu, Nam Phong, Quang Trung communes; Tho grapefruit growing model... In addition to on-site consumption, the remaining quantity of Phu Xuyen's main agricultural products (rice, vegetables, safe fruits, etc.) is organized by agricultural cooperatives and business households to link up and consume products, ensuring 100%. Some production models according to stable linkage chains: Model of rice cultivation linked to product consumption with 170ha in the commune: Chau Can 100ha, Chuyen My 60ha, Minh Tan 10ha...
Up to now, Phu Xuyen has 81 cooperatives, 100% of which have been converted according to the law or newly established according to the Law on Cooperatives 2012, including: 67 agricultural cooperatives and 14 industrial - handicraft, trade and service cooperatives. All agricultural cooperatives have been maintained and operated stably; of the 67 agricultural cooperatives, there are 31 general service cooperatives, 37 agricultural cooperatives specializing in planting, raising livestock, and small and medium-sized aquaculture.
According to Vice Chairman of Phu Xuyen District People's Committee Nguyen Trong Vinh, the results achieved are thanks to the team of professional staff from the district to the grassroots level who have been equipped with theoretical and practical knowledge. The role of the people in building new rural areas has been gradually defined, thereby encouraging people to actively participate in building new rural areas. The highlight of the new rural construction movement in Phu Xuyen is that the system of communal, inter-communal and inter-village roads has been paved with asphalt and concrete 100%. The school system and teaching equipment have been invested in and upgraded, there are no more temporary classrooms or dilapidated classrooms. Up to now, many more schools have been recognized as meeting national standards.
Promoting internal resources to ensure the set goals
Immediately after reaching the New Rural District finish line, Phu Xuyen district immediately embarked on the program of building an advanced New Rural Area. For example, in Tri Trung commune, in the past 2 years, the locality has mobilized 131 billion VND to implement the construction of an advanced New Rural Area, of which 8.2 billion VND is socialized capital. Currently, the commune has a spacious infrastructure with 3-level schools meeting national standards level 1, including Tri Trung Primary School meeting national standards level 2. During the process of implementing the construction of an advanced New Rural Area, the commune did not have any debt for basic construction.
Similarly, in Dai Thang commune - a pilot commune for building a new Rural Area in the district, all villages have agricultural models that bring economic value, creating stable income for the people. The electricity infrastructure, roads, schools and stations in the commune are also built spaciously and solidly. After more than 10 years of construction, Dai Thang commune has become a bright spot in the city in building new rural areas.
Head of the Economic Department of Phu Xuyen district, Le Tien Xuan, said: “The district is maintaining and improving the quality of criteria for new rural districts and communes to build advanced new rural districts and communes, and model new rural communes. The construction of new rural areas is considered a regular and continuous process, aiming at the goal of sustainable new rural development. From there, Phu Xuyen district will strengthen propaganda in many forms to raise awareness of cadres, party members, and people, creating unity and consensus in implementing the New Rural Construction Program. Strengthening the mobilization of businesses and people to actively participate in contributing to the construction of new rural areas to create a movement.
In addition, the district continues to mobilize and effectively use resources for investment in new rural construction, in which priority is given to production development. Continue to invest in agricultural production models, invest in plant varieties serving agricultural production, promote linkage and cooperation to form chains to increase production value.
With the strong leadership and direction of the Central Government and Hanoi City; the participation of the entire political system and people, the whole district has proactively and creatively implemented Program No. 02-CTr/TU of the Hanoi Party Committee (term XV, XVI) and Program No. 04-CTr/TU of the Hanoi Party Committee (term XVII), with many breakthrough solutions, many new models and good practices, bringing practical results. Specifically, people have contributed tens of thousands of working days, voluntary contributions, projects converted into more than 276 billion VND and donated tens of thousands of meters of agricultural land and residential land to expand rural roads.
Thanks to the above contributions, the district has now completed the construction of a gradually modern socio-economic infrastructure to serve production and people's lives. Up to now, Phu Xuyen district has completed the construction of 100% of the system of commune, inter-commune, village, inter-village, and hamlet roads... ensuring solidity and spaciousness; 100% of the main intra-field traffic routes have been hardened, facilitating the movement and transportation of goods for people; the school system and teaching equipment have been invested in and upgraded, with no more temporary classrooms or dilapidated classrooms.
