Building on its past achievements, during the 2025-2030 term, the Party Committee of Tuan Giao Commune has set strategic goals and solutions to strengthen its role as the driving force of eastern Dien Bien Province’s development.

Comprehensive achievements of the 2020-2025 term

The 2020-2025 term unfolded amid many challenges caused by the COVID-19 pandemic, natural disasters, and climate change. However, through solidarity, determination, and innovation in leadership, the Party Committee and people of Tuan Giao Commune overcame difficulties and effectively implemented the goals set in their resolution.

The economy continued to grow steadily, with the economic structure shifting in the right direction. Total budget revenue for 2020-2025 reached VND13.85 billion, equivalent to 111.8% of the previous term. Trade, services, and telecommunications expanded to every village and residential area, boosting goods circulation and improving living standards.

Agriculture was restructured with a focus on key crops under the “One Commune One Product” (OCOP) program. Rural infrastructure continued to receive investment, and many major projects were completed, creating new momentum for development. By 2024, Tuan Giao commune had successfully achieved new-style rural-area status, marking a milestone in its transformation journey.

In the cultural and social fields, notable progress was made. The poverty rate fell by nearly 4% annually, dropping to 13.97% in 2025. Average per-capita income reached VND62.6 million. Social welfare policies were implemented comprehensively, including a program that replaced or repaired dilapidated houses for 391 policy and poor households. Cultural, artistic, and sports movements flourished, enriching the spiritual life of residents.

Meanwhile, national defense and security remained stable, ensuring social order. The Party organization was consolidated, with improved member quality, stronger inspection and supervision, and more disciplined operations. Public outreach followed the principle of “staying close to the people, listening to the people, and acting with the people,” reinforcing the connection between Party building and socio-economic development while safeguarding national defense and security.

The comprehensive achievements of the 2020-2025 term are a vivid testament to the tireless efforts of the Party Committee and people of Tuan Giao commune. These results provide a solid foundation for continued rapid and sustainable development, building a prosperous and modern homeland.

Three strategic breakthroughs for the 2025-2030 term

Entering the new term, the Party Committee of Tuan Giao Commune has set a long-term vision and aspiration for sustainable development. According to the Resolution of the first Party Congress of the commune for the 2025-2030 term, by 2030 Tuan Giao aims to meet advanced new-style rural standards; achieve average per-capita income of VND120 million per year; reduce the poverty rate to below 2%; reach a forest-cover rate of 39%; and ensure that 100% of schools meet national standards.

To realize these goals, the congress identified three strategic breakthroughs: Building a team of cadres and Party members with the capability, integrity, and innovation to meet development demands, promoting technology adoption and digital transformation; Developing agriculture along value chains with deep processing, focusing on key products such as macadamia, coffee, and OCOP items, and building high-quality agricultural brands; Investing in infrastructure, trade, and services linked with tourism and cultural preservation, gradually affirming Tuan Giao’s role as the commercial and service hub of eastern Dien Bien province.

In addition, the commune will continue to promote solidarity, mobilize resources, accelerate administrative reform, enhance management and governance efficiency, and maintain national defense and security while building a strong political system.

Party Secretary of Tuan Giao Commune Dinh Bao Dung emphasized: “The first Congress of the Party Committee of the commune marks a historic milestone, confirming a new stage of development for Tuan Giao after the administrative restructuring. With the motto ‘Solidarity - Democracy - Discipline - Innovation - Development,’ we call on all cadres, Party members, and citizens to uphold traditions, unite, and work together to successfully implement the Congress Resolution. Our goal is to make Tuan Giao a model of socio-economic development, strong in defense and security, and a central connector among the communes of eastern Dien Bien.”
