Vietnam to Grant E-Certificates of Origin

The Vietnamese Ministry of Trade (MoT) will grant electronic certificates of origin (C/O) through its E-C/O Granting and Management System (ECOSys),
 
The movement is pursuant of Circular No. 07/2006 outlining the procedures and management of C/Os issued by the MoT on April 17.
 
Unlike previous regulations on C/Os stipulated by the Vietnam Chamber of Commerce and Industry (VCCI), MoT’s circular said that enterprises may submit their application to any granting organization that they find convenient but must submit business profiles as well.
 
According to the circular, all documents must be signed electronically and transferred automatically to ECOSys or other e-C/O granting organizations that will be licensed soon. The organizations must check the validity of the information and documents and grant certificates accordingly.
 
Enterprises applying for C/Os for the first-time must present business profiles to the granting organizations. MoT has said that the regulation is necessary to monitor exports and to avoid possible fraud in customs declarations. 
 
Organizations that grant C/Os must publicly announce their fees, according to the circular, and those fees must be in accordance with current regulations stipulated by the Ministry of Finance.
Under the circular, export items without preferential treatment and those with common preferential tariffs and other privileges, except for goods items exported to countries and territories that offer non-tariff or preferential tariffs to Vietnam in accordance with international conventions will be eligible to receive C/Os.
