Vietnam's CapitalCity in the Eyes of Dutch Ambassador

On the occasion of the 52nd anniversary of Hanoi’s Liberation, VIB Forum had a talk with Mr Andre Haspels, Dutch Ambassador about his impression on the renovation in Hanoi in recent years and to prepare for accession to the WTO.
 
What is your impression on the renovation in Ha Noi in recent years, in economic, cultural, social and security fields?
Before coming to Vietnam, I was already impressed by the fast economic growth of Vietnam in general. However, I am now even more amazed with what I have seen in Ha Noi with my own eyes since I came here in July last year: new houses and high-rise buildings under construction, even busier and more bustling streets full of motorbikes and cars… these can be seen as proof of fast economic growth.
 
Ha Noi is an interesting place to live in. I enjoy a rich cultural life here, like many other people living in Ha Noi nowadays: many art exhibitions, film festivals and music performances take place, not only organized by the Vietnamese organizations, but also in cooperation with other countries, especially from Europe. More and more international masterpieces have been introduced, signalling increased interaction with the world’s cultural community.
 
The increased international integration also shows in Ha Noi hosting various high-level meetings, such as the ASEM summit in 2004 and now the upcoming APEC summit in November, for which various parts of the city are undergoing true facelifts. The dynamics of development can be felt everywhere.  
 
Can you provide some comments on what Ha Noi should change to prepare for WTO's accession?
In the near future Ha Noi undeniably will become a more hectic place to live in. WTO membership will only speed up this process. It's all part and parcel of development: more cars and motorbikes, more high rise buildings. People's Committee Ha Noi cannot say one day: 'Now Ha Noi is developed enough, we stop development'. In order to prevent that the surge of traffic and construction becomes uncontrollable, Ha Noi should develop a very clear view of what the City should look like in say 10 years time. Recently I read an article saying that People's Committee is very interested in this Red River Proposal presented by the artist Van Tho. It pictures Ha Noi turning into an urban area with the Red River as its centre. It's very important to have a clear picture of the future Capital. However even more important is to create a strong Urban Development Department under the People's Committee with full authority to channel development on the basis of well thought-out plans. I wish Ha Noi will develop keeping its authentic character! It can be done!
