Developing Civilised and Modern Urban Zones

Phu Nhuan is determined that its socioeconomic development will be harmoniously combined with modernised and civilised urban development. Particularly, the district will focus on upgrading urban infrastructures (electricity, water supply, traffic, schools, hospitals, houses, etc.
 
Effects of “State and people work together” model
Promoting the public activeness and creativeness in all economic, cultural and social fields, the "State and people work together" model is effectively implemented by Phu Nhuan district in building public works. With the joint agreement of “the people give up land, the State invests in technical infrastructures", in the 2006 - 2010 period, the district has carried out 58 road and alley expansion projects, including 46 completed ones. The people bequeathed over 9,000 square metres of land for road expansion and the State invested VND35.5 billion for this purpose.
 
From the narrow (width from 1.9 to 2.8 m) extended to 4.5 - 8m; system technical infrastructure to be upgraded, new installations, fire fighting and work, order and security in the area improved. Narrow alleys with breadth of 1.9 - 2.8 metres have been expanded to 4.5 - 8 metres and other traffic facilities have also built.
 
Together with the upgrading of Nguyen Van Troi Road, Nhieu Loc - Thi Nghe Canal and residential zones invested by the Ho Chi Minh City’s budgets, enterprises have built up many office buildings, helping give a facelift to the urban look.
 
In many years, public utilities and services in the districts have been regularly maintained and upgraded, including electricity grid, water supply system, telecom network, waste collection facilities, street surface upgrading, drainage water systems, to improve living standards of the local people.
 
Together with investments for urban embellishment, road surface and pavement upgrading and drainage system maintenance, the State management over environment has helped better the quality of urban environment. The district has also brought into full play the “clean - green - beautiful” urban zone campaign and “the entire people unite to build cultured residences.” It also plants trees in administrative offices, schools, hospitals and public playgrounds. In the 2006 - 2010 period, many key projects have been built, including 16 schools (four newly built), a preventive medicine centre, a district hospital, and sporting facilities.
The district has upgraded and expanded four roads at a investment capital of VND19.2 billion (a waste transportation route in Alley 553 NK, Nhat Ban canal-side road, Co Giang road, Duy Tan road), and expanded two junctions at a cost of VND9.6 billion (Le Van Sy - Dang Van Ngu, Huynh Van Banh - Hoang Van Thu).
 
In the first six months of 2010, the district completed and put into use following works: The office of Ward 15 People's Committee, Son Ca Kindergarten 15, and Phu Nhuan Preventive Medicine Centre. It is completing following projects like Dang Van Ngu, Co Loa, Cao Ba Quat primary schools and Son Ca Kindergarten 7.
 
Needing proper investment
Currently, the planning projects have been approved and widely publicised, including the master plan (scale 1:5000), detailed planning (1:2000), land use planning for 2010 and toward 2020, the architecture development planning toward 2020, tourism development planning toward 2020, education development toward 2020, health development planning toward 2020. These will help investors and residents to access necessary information for their development investment activities.
 
Despite many efforts of Ho Chi Minh City, traffic systems, infrastructure works and urban look do not come up to expectations. Phu Nhuan needs more, quicker investments for traffic systems to reduce congestions at intersections, widen roads and alleys, etc. The district will also invest to become a civilised and modernised urban zone with balanced density of buildings, green zones and spaces.
