Steps toward All-inclusive Innovation and Development

Being aware of its potential, the coastal district of Tien Hai has chosen its development directions: developing maritime economy and turning farming villages into bustling commercial centres. Thanks to its sound economic reform policies, Tien Hai has attained high growth and sustainable economic development.
 
In the first spring of this decade, we all feel a fresh source of vitality. The country enters a new year with many confirmed achievements. Welcoming a new year, with the success of the 11th National Party Congress, we are proud of witnessing important milestones in national history: the 81st founding anniversary of the glorious Communist Party of Vietnam, the 70th celebration of President Ho Chi Minh’s repatriation to lead the country to shake off the chains of slavery and many other important celebrations. This is all part of the glorious history of the Vietnamese people who, under the leadership of the Party and Uncle Ho, continued the tradition of national construction and protection strengthened by continuing generations. The year 2011 is also a remarkable milestone for Tien Hai district as this is the first year the entire Party, authority and people of the district implement the Resolution of the 11th National Party Congress and the Resolution of the 26th District Party Congress, which states that the district is determined to become an industrialised district and driving economic region in the northern delta.
 
From the start of the year, the District People’s Committee centrally instructs its subordinates to consistently implement key measures to realise socioeconomic development plans; actively execute the Government’s measures to revive and restructure the economy, improve growth quality, ensure social security, and invest in developing industry and building commercial, service and tourism infrastructure. The district will continue reforming public administration, stepping up land clearance and compensation to provide spaces for investors to carry out their projects.
 
The year 2010 passed with numerous difficulties and challenges primarily caused by the global economic crisis. Nonetheless, Tien Hai still stood firm. Its economy continued the growth path and living standards kept rising. The economic structure continued to shift toward a more positive model. The total production value increased over 15 percent from 2009 to more than VND2,800 billion. Particularly, the production value of agriculture, forestry and aquaculture was VND919.5 billion, up 7.8 percent, the industrial and construction sectors contributed VND1,450 billion, up 20.8 percent, and the trade and service sectors made VND469 billion, up 15.5 percent.
 
The economic - social infrastructure was strengthened; cultural life progressed; political security and social order were maintained. Basically, socioeconomic indicators met or exceeded initial plans.
 
The district also sped up the pace of urbanization, expanded urban networks and urban-style residential zones, while conserving the value and identity of local cultures.
The district closely combined economic development with social development, attached economic growth to social equality and environmental protection. It focused on improving the material and spiritual life of people, reducing poverty and social evils, narrowing the income gap between rural and urban areas, attaching economic development to environmental protection and ecological balance, combining production development with infrastructure development, and combining economic development with the strengthening of national defence - security and political and administrative system.
 
In light of consistent and comprehensive standpoints, the Party, government and people of Tien Hai have determined general long-term goals: “Building Tien Hai into a powerful, high-positioned district in relation to the provincial and the national scale, and an industrial, tourism, commercial, educational, medical, cultural centre of the northern delta; having a relatively modern and synchronous system infrastructure, a basically healthy, modern culture imbued with local identities; having strong national defence and security systems; constantly heightening the material and cultural life of the people.”
 
With the persevering efforts of the entire district, GDP per capita in 2010 was higher than the average of Thai Binh province. The economy developed faster, more sustainably and effectively than previous stages, while economic competitiveness was also enhanced. All these achievements are aimed to create foundations for the district to become an industrialised district by 2020. The district is pursuing a modern economic structure and labour structure with highly competitive industrial, service and agricultural products. The economy is strengthened to proactively and effectively integrate into the world economy and exploit external economic relations. The most important, outstanding economic achievement of the district is maintaining the advantages of an agricultural district since the 1960s. The value of agricultural, forestry and aquatic production of VND919.5 billion is a rare case in the province. The next remarkable achievements are fast urban development.
 
Tien Hai district always attaches much importance to human resource development. The quality of education and training grows in parallel with economic growth, living standards of people are improved, more jobs are created, poverty is reduced, social evils are eradicated, the environment is protected, and political stability and social order are maintained.
 
The district is striving to achieve the goal in 2011: "Positively implementing resolutions of the Party congresses at all levels; concentrating all resources to speed up economic restructuring, employment restructuring, agricultural and rural development; and accelerating construction of infrastructures of industrial zones and tourist sites.”
 
To successfully complete the tasks in 2011, Tien Hai focuses all available resources to develop its economy quickly and sustainably, produce high-quality, competitive products, attract investment capital from all sources to build infrastructure for economic development, apply science and technology to production, improve the quality of education, health, society and culture, reduce poverty, create more jobs, improve the spiritual and material life of people, accelerate administrative reform to give a facelift to public administration, promote democracy, practice thrift, prevent waste, solve pressing social problems, maintain political security and social order, strengthen national defence and security, and create a good social environment for economic development.
 
With predetermined targets and continuous efforts, Tien Hai says goodbye to the year 2010 and steps into the year 2011 with determination and confidence of new positive results to be achieved.
