In March and April 2011, an inter-agency delegation including National Assembly delegates, senior government officials and representatives of ministries and agencies paid visits to tobacco growing localities under the Government's master plan such as Gia Lai, Cao Bang, Bac Kan, Lang Son… The delegation met with tobacco growers, visited tobacco growing fields, worked with local authorities and representatives of the Tobacco Association, and listened to aspirations of farmers and local authorities in tobacco leaf areas.
Concluding on the visit of the inter-agency delegation, Mr Nguyen Van Tien, Vice Chairman of National Assembly Social Affairs Committee shared his view “Vietnam Tobacco Association and Vietnam Tobacco Corporation have organized a helpful trip for the delegation. The Government is going to submit to the National Assembly the Draft Tobacco Harm Control Law for review and approval next year. Vietnam has signed the Framework Convention on Tobacco Control (FCTC) to curb tobacco demand and supply. The inter-agency delegation has visited and had an insight into all socio-economic aspects and achieved a comprehensive overview on Vietnam's tobacco demand and supply. In fact, tobacco plant brings much help to farmers, especially those living in mountainous areas and ethnic minority ones. We understand aspirations of the localities regarding their socio-economic situations… Vietnam need to study laws in relevance with Vietnam's socio-economic context and should not rigidly follow practices of other developed countries”.
