“To date, preparations for a competitive power generation market have been almost completed,” Deputy Minister of Industry and Trade Hoang Quoc Vuong said at a ministerial conference on pilot deployment of competitive power generation market in Hanoi.
Mr Vuong said the roadmap for developing competitive electricity market was approved at the Prime Minister’s Decision No. 26/2006/QD-TTg dated January 26, 2006. Since 2006, the Ministry of Industry and Trade assigned the Vietnam Electricity Regulatory Authority (ERAV) to design the competitive power generation market and build consistent regulations for the operations of this market. A series of technical regulations were promulgated like power transmission network, power distribution network, electricity measurement, pricing regulations, etc.
He said the Ministry of Industry and Trade has created legal documents, guidelines and electricity price.
The ministry also directed the Electricity of Vietnam (EVN) and relevant units to carry out preparatory work for the launch of the competitive power generation. Mr Dao Van Hung, President of the Board of Members, EVN, said: All EVN member companies will complete necessary procedures and conditions before June 1. The group will complete information technology infrastructure to serve the power market and train human resources for operation of competitive power market.
Mr Hung added that EVN is installing metering devices and data transmission lines. The group will complete the installation of meters and transmission lines prior to June 1. In June, EVN will trial the competitive power market internally.
Deputy Minister Hoang Quoc Vuong emphasised that [the ministry] will train human resources for companies and units participating in the electricity market. The Ministry of Industry and Trade assigned the Vietnam Electricity Regulatory Authority (ERAV) to work out three training courses for over 300 staffs from companies and units joining in the electricity market in northern, central and southern regions from May 23 to June 17, 2011.
In the electricity sector restructuring project, the Prime Minister ordered the establishment of three power corporations directly affiliated to EVN. These corporations will have power plants using different technologies but having similar total capacity. They will be operated as holding corporations (parent - subsidiary). If the market goes smooth, these entities will be privatised. In parallel with the formation of these three corporations, EVN will operate multipurpose and strategic hydropower plants to regulate the operation of the market. The ministry will set up the Electricity Price Stabilisation Fund, which will source money from power companies.
