Accelerating Overall Public Administration Reform

The Vietnamese Prime Minister has issued a directive requiring ministries, sectors and localities to step up the implementation of the public administration reform master programme in the 2011-2020 period.
The directive says heads of State administration agencies at all levels are required to take responsibility for ensuring the effective implementation of the programme as well as clarifying the gained results and tasks to be performed in association with accountability of responsible individuals, agencies and units. They are also responsible for allocate sufficient resources for implementation and enhance honest inspection and evaluation of PRA results based on regulations of the Ministry of Home Affairs.
 
Annual results from ministries and equivalent agencies, Governmental agencies and the People’s Committees at all levels will serve as an important foundation to evaluate the performance, leadership and management capacity as well as responsibilities of their heads.
 
Supplementing regulations on legal document impact assessment
To basically reform the process of drafting and promulgating legal documents and continue to improve the quality of drafting, institution and enforceability, the Prime Minister assigned the Ministry of Justice to work with the Ministry of Planning and Investment and concerned agencies to draft and submit a revised Government Decree to supplement a number of articles of the Government’s Decree No. 24/2009/ND-CP dated March 5, 2009 detailing the implementation of the Law on Promulgation of Legal Documents. The new ruling will supplement provisions on impact assessment of legal documents issued by the Prime Minister, ministers, heads of ministry-level agencies, and heads of People’s Council and People’s Committee.
 
Besides, a system will be set up for controlling the quality of impact assessment of the above mentioned documents.
 
The Ministry of Justice is assigned to urgently compile and submit the draft Law on Issuance of Administrative Decisions to the Government in order to address existing limitations in promulgation and enforcement of administrative decisions.
 
Public administration reform index to be announced every second quarter
The Prime Minister has assigned the Ministry of Home Affairs to announce the public administration reform index in 2012 of ministries, ministerial-level agencies, government-attached agencies and People's Committees of centrally-run provinces and cities in the third quarter of 2013. The index will be announced in the second quarter every year afterwards.
 
The Ministry of Home Affairs will report to the Government’s meeting in September this year about results of a master review on positions, functions, missions, rights, organisational structure and permanent employment of agencies and organizations from central to grassroots levels by December 31, 2012 along with analysis, comparison and evaluation on the changes made since 2001 and recommendations on solutions to arising problems.
 
Besides, the ministry will implement the project "Accelerating public service regime reform" approved by the Prime Minister in the Decision 1557/QD-TTg dated October 18, 2012 to bring the Law on Public Official and Staffs and the Law on State Employees to life in a bid to build capable and qualified personnel for the State apparatus.
 
Forming e-administrative information networks
The Prime Minister also asked the ministries, ministerial-level agencies, government-attached agencies and People's Committees at all levels for the simplification and transparency in administrative procedures at all sectors and fields following the Government’s regulation while calling for the effective implementation of modern one-door policies to ease the burden on people when dealing with administrative procedures.
 
The Office of Government was asked to quickly connect the government e-portal with those of ministries and equivalent agencies, governmental agencies and People’s Committees at all levels to work out an online public administration network, together with a network to manage database, templates and reports to serve the Government and the Prime Minister. The networks are required to be completed within the fourth quarter of this year.
