With its efforts for a better investment environment, the provincial competitiveness index (PCI) 2012 of Vinh Long province jumped to the fifth position nationwide, the third in the Mekong Delta region and became one of seven provinces with best economic governance.
The greatest success is PCI components of Vinh Long province increased, with some indices climbing dramatically. For instance, leadership dynamism and innovation gained 2.95 points to the second place nationwide from the 43rd position in 2011. Time expense and State regulation completion added increased 1.84 points to the sixth position from the 62nd place in 2011. Land access jumped to the 9th position from the 56th place in 2011. This success accrued from the synergy of various factors, both objective and subjective. Subjectively, provincial leaders are dynamic and determined to improve the PCI index by issuing many guidance documents like Directive 05-CT/TU dated April 19, 2012 of the Provincial Party Committee on PCI improvement, the Official Dispatch 27/TB-UBND dated April 11, 2012 of the Chairman of the Provincial People’s Committee on measures to PCI improvement. With the issue and enforcement of legal documents, restrictions and shortcomings in 2012 were addressed. For example, the time for business start-up was shortened; the time for land handover to investors was reduced; complaints from enterprises were resolved timely; measures to deal with difficulties against enterprises; support market and settle bad debts were taken. The province also actively implemented Resolution 13/NQ-CP and Resolution 02/NQ-CP of the Government on measures to remove difficulties against production and business activities, support market and deal with bad debts for enterprises.
Notably, governments at all levels seriously considered and assessed dynamism and innovation in their works. They frequently monitored and examined workload to reduce waiting time and travelling for enterprises. They also increased dialogues with enterprises to listen to complaints and suggestions to create the best policies.
Mr Nguyen Van Diep, Chairman of Vinh Long Provincial People’s Committee, said the provincial leaders clearly understand and determine that businesses play a vital role in the province’s social and economic development. Thus, they always listen to feedbacks from enterprises and introduce thorough solutions to help them deal with their problems. Businesses are both managed objects and accompanying customers. Vinh Long province will prove this with its friendly, easygoing works, with its policies, and with its attitude and service to investors and enterprises.
He stressed that "Amid economic slowdown, companies are still struggling with numerous risks and challenges to maintain business operations. This is the time when companies need governmental care and support most. Therefore, we are never complacent with what we have achieved but we have to work together and coordinate with businesses to help them to deal with problems and seek new opportunities. That is the way for them to maintain and develop production and business activities and for us to ensure economic growth and social security in the short term and beyond.”
In the coming time, Vinh Long will continue stepping up administrative reform and improve performance of every administrative unit. The province will also focus on improving the relationship between the government with enterprises and citizens. Besides, Vinh Long will pay more attention to enhancing publicity and transparency of planning and policy information for businesses, thus enabling them to contribute their ideas to policymaking - the best way to make policies practicable.
In addition, the province will focus on improving service quality and staff attitude in administrative units, especially those frequently working with enterprises. The province will timely prevent any act of bureaucracy, harassment and nuisance caused to companies. Law enforcing bodies and dispute settlement bodies must raise their self-responsibility, shorten the time required, improve settlement efficiency as it helps enhance operating efficiency of enterprises and build up the trust of enterprises in local authorities and rule of law.
