In order to make a breakthrough in human resource development and aim at building up a highly qualified labour force, Quang Ngai Provincial People’s Committee has issued Decision 27/2013/QD-UBND stipulating the policies of attracting, encouraging workers of high quality and full-time graduates to work in the province. The estimated fund for this activity is approximately VND150 billion.
Regarding the reason why Quang Ngai gives out the policies of encouraging and appealing to qualified labourers, Director Tran Van Thanh, Department of Home Affairs said that at present, the provincial labour force is just at medium level in comparison with it neighbours. Thus, there’s a need of a hit through policies of training labour at site at the same time as appealing talents, which then can facilitate Quang Ngai socio-economic rapid development.
Also shared by Mr Thanh, Quang Ngai will annually spend about 2 percent of provincial state budget on training and attracting labourers of high quality to work in the province. Starting from 2014, the province will announce the list of occupations prioritized for attraction, remuneration and support under its policies. As for 2013, the province started to exercise the labor attraction policies since 1st July.
According to the newly issued policies, apart from salary, allowance and remuneration in compliance with the current applicable Governmental regulations, Quang Ngai province will bonus one-time fund of VND100-350 million for each candidate on the basis of their educational degree, title or prioritized occupational sector. In particular, those with titles of Medical Master, Specialist level I (obstetrics major), house-physician (obstetrics major) will receive allowance of VND250 million per each one. Specialists level I, Pharmacist Specialist level I and house-physician will be granted with VND230 million/person. Doctors and Pharmacists graduating from universities with distinction degree will be given VND230 million/one. Meanwhile, the rates for those with credit and good credit/medium degree will be VND200 million and 180 million respectively. The postgraduates are entitled with amount of VND150 million. Besides, allowance for full-time graduates (with distinction or higher decree) or those studying abroad (with credit or higher record) is set at VND100 million per one.
Furthermore, Ph.D, professors and doctors with regular residence certificates out of the province after settling down with their work will have the province arrange for their partners or children to work in province-managed offices, agencies based on their capacity and work background. The province will also allocate 100 m2 of land in the area near city centre for those obtained titles of Professor, Associate Professor, Ph.D. Highly qualified ones also receive financial support to buy land to build houses or rent houses for 5 years and are assigned with jobs suitable for their training majors in convenient working environment so that they can promote their capacity and strengths. Moreover, such people, if staying long with Quang Ngai will be prioritised to be included in personnel planning and receive promotion into key management posts in the departments and agencies. In return, these people must commit to work in Quang Ngai for at least 5 years.
Quang Ngai’s policy to attract talents has contributed to improving personnel quality in the agenda of international economic integration, provincial socio-economic development in the direction of industrialization-modernization. More importantly, given the presence of Dung Quat Economic Park, VSIP Quang Ngai and others, there’re huge needs for high quality labour force. Quang Ngai’s exercise of talent remuneration policies will make up new attractiveness and bring about positive changes, rapidly foster provincial economy in the coming years, shared Mr Thanh.
