Real Estate Projects Being Reviewed

The Ministry of Construction has issued Document 1654/BXD-QLN to the People's Committees of the Cities and Provinces under the central government to require local governments to accelerate the review of housing development projects.
Ministry of Construction also requires the municipal governments to build up plans and housing development indicators, especially relating to the planning and development of social housing for 08 groups to tackle their housing difficulties, in accordance with the mission of the national housing strategy. Planning and housing development indicators including social housing plans must be included in the master plan of socio- economic development in each period of the whole country and regions.
 
According to the representatives of the Ministry of Construction, the reviews of housing development projects and new urban areas for to classify the projects which need to be implemented continuously and which will be suspended and transformed to the social housing projects to meet the needs of the market and social human resources. Besides, the local governments is required to shorten time of evaluating and approving plans and rapidly resolve and approve the restructuring of commercial housing projects and urban areas as well as transforming of the commercial projects to the social housing projects under the Circular No. 02 / 2013/TT-BXD dated 08/3/2013 of the Ministry of Construction. This aims to meet the market demand as well as to facilitate the businesses to get loans from preferential credit support package from the recapitalization of the State Bank of Vietnam, pursuant to the Resolution No. 02/NQ-CP of the government and the guidelines of the Ministry of Construction and the State Bank of Vietnam.
 
According to the proposed strategies, the mission of the People's Committees of the provinces and cities under the central government is to build and adjust the local housing development progammes and set up the housing development targets, particularly relating to the targets of the housing development and the local socio- economic development.
 
According to Nguyen Tran Nam, Deputy Minister of Construction, under the Resolution No. 02/NQ-CP the Prime Minister has approved to accelerate the implementation of the national housing development strategy, the Ministry of Construction requires the People's Committees of the provinces and cities under the central government to focus on directing the functional authorities and agencies to accelerate the implementation and reviews of the housing development projects.
Accordingly, the local governments need to urgently review the housing development projects, new urban areas of the provinces to classify the projects which should be continued or suspended or restructured or transformed to different housing types such as social housing to meet the market demands and social human resources. Besides, other reviews should be focused on the shortening the evaluation and approval of the master plans and resolution of procedures which allows the restructuring of commercial housing projects and urban areas in accordance with market demand, as well as other projects transformed to the social housing projects under the Circular No. 02/2013/TT-BXD dated 08/3/2013 of the Ministry of Construction. This aims to create good conditions for businesses to get loans from preferential credit support package from the recapitalization of State Bank of Vietnam, pursuant to the Resolution 02/NQ-CP of the government and the guidelines of the Ministry of Construction and the State Bank of Vietnam.
 
Besides that, the Ministry of Construction has issued the draft Circular No.11 to regulate the steps of reporting the investment and implementation of the real estate projects. Under the draft Circular, along with the reports of the construction department of the provinces on the implementation of the construction and trading of the real estate projects, the investors of the real estate projects and the management board of the industrial parks and industrial clusters as well as the urban development areas under control of the government are required to report to the Ministry of Construction on the above-mentioned content.
 
If any difficulty and obstacle emerges during the implementation, the local government agencies need to be promptly report to the Ministry of Construction to jointly address the issues under the authority or submit to the Prime Minister for consideration and decision.
