Based in an agricultural province, the tax sector of Thai Binh province faces a lot of difficulties and challenges in collecting the State budget. However, in recent years, the tax sector continuously made new records in budget collection. Closely and effectively accompanying businesses reportedly plays an important role. Vietnam Business Forum interviewed Mr Dang Hong Ky, Deputy Director of Thai Binh Tax Department. Le Sang and Bao Ngoc report.
Would you introduce some notable activities of the Thai Binh Tax Department since 2010?
Since 2010, the Thai Binh Tax Department has continuously completed State budget tasks and repeatedly exceeded objectives assigned by the Ministry of Finance. The tax sector always seriously applies tax regulations and professional processes. We think that tax officers must be companions of taxpayers; thus, we always create the most favourable conditions for taxpayers. Regulations relating to rights and interests of enterprises like tax refund, tax payment rescheduling, tax reduction and exemption are always closely directed to taxpayers by tax authorities.
The Thai Binh tax sector has effectively informed and supported taxpayers. The tax authorities apply one-stop source mechanism for tax payment procedures, organise direct dialogues with enterprises, and accept tax payment via banks and internet. The sector carries out the tax system reform strategy in 2010-2020. In the coming time, the tax sector will step up public administration reform in tax formalities and popularise the public declaration of tax sector “Transparency - Professionalism - - Integrity - Innovation."
How has the tax sector of Thai Binh province accompanied and shared difficulties with the business community?
The tax sector has timely deployed and settled tax break policies as provided by the National Assembly and the Government to help businesses to deal with difficulties, support the market and resolve bad debts. It has intensified the popularity of tax policies and laws. We maintain regular dialogues and meetings with enterprises, and organise business weeks to collect opinions of taxpayers. We also organise events to honour organisations and individuals with outstanding tax payment performances. It has also strengthened coordination with competent agencies to apply one-stop source mechanism in tax collection and focused on dealing with land-related problems. It has also deployed all solutions to support businesses to ensure correct, sufficient and timely collection of taxes and fees for the State Budget and guarantee social justice.
How has the tax sector of Thai Binh province accelerated administrative procedure reforms, simplified tax payment stages, and applied management technologies to reduce annoying nuisances and bureaucracy to businesses?
Tax authorities often applied solutions to reform administrative procedures to facilitate taxpayers like improving tax payment service quality at tax offices. The sector has regularly reviewed tax administration procedures and has never added new procedures not provided in guidance documents. The sector has deployed information technology application at all levels, facilitated taxpayers to declare barcodes, settle personal income tax and declare taxes in internet environment. At present, some 1,000 companies have registered to declare taxes online. In addition, the tax sector is stepping tax collection via banks to save time and expense for taxpayers.
Could you tell us the tax sector’s plans to improve investment and business environment in Thai Binh province?
In the coming time, to support businesses and improve the investment environment, the tax sector will advise the Provincial People’s Committee on investment encouragement and support policies and mechanisms. The tax sector will continue informing and supporting taxpayers, maintaining quarterly dialogues with businesses, collecting opinions of taxpayers, ensuring rights and interest of taxpayers like tax refund and tax exemptions, and applying tax declaration via internet and tax collection via banks to reduce the time and expense for taxpayers. In addition, right application of policies and laws will help improve the market and create a level playing field and fair competition for businesses. Then, the tax sector wants to convey a message to all units that the tax sector always stands by businesses and creates the most favourable conditions for taxpayers.
