The overall plan for Chu Lai open economic zone in central Quang Nam province was approved by the Prime Minister in Decision No.43/2004/QĐ-TTg signed on March 23, 2004.
Chu Lai open economic zone (in the first phase) located on a natural land area of 32,700 hectares, comprises 11 communes and wards of Nui Thanh district together with four communes and hamlets of Tam Ky town. The present number of inhabitants is around 40,000 people. As a province with a distinct economic environment, Chu Lai open economic zone operates under a legal framework of special systems and policies, which can meet the requirements of the market economy and create an equitable environment for domestic and foreign investors. The zone's overall plan was divided into two main functioned areas: tariff area and non-tariff area.
The non-tariff area will be located in Tam Giang commune, Tam Quang commune and a part of Tam Nghia commune, with a total land area of 1,656 hectares. The free tax area is surrounded by a steel fence. There are no inhabitants inside the non-tariff area.
The major activities in the non-tariff area, which are based on the free area of Ky Ha port, comprise export production activities; local production activities (including processing and sub-contracting); goods trading (including exporting, importing, transferring, temporary import and re-export activities, distribution and retail sales); service commerce (classification, packaging, transporting and forwarding transnational products, preserving goods, storage, post and telecommunications, financial and banking services, insurance, entertainment, and restaurants); trade promotion (product showrooms, trade fairs and exhibitions, branches and representative offices for domestic and foreign companies, including financial and banking organisations) and other trading activities.
The taxed area comprises industrial parks, an export processing area, residences and administration areas. There will also be a trade and service area, tourism and special entertainment areas.
The land area for industrial parks will be around 3,000 hectares, concentrated in the communes of Tam Hiep, Tam Anh, Tam Thang.
Tourism will be contained on an area of around 2,100 hectares, mainly in the coastal and Truong Giang-riverside communes of Tam Hai, Bai Rang, Tam Hoa, Tam Tien and Tam Thanh, an area of around 10,000 hectares on the eastern part of Truong Giang River and coastal areas of the two districts of Duy Xuyen and Thang Binh, to develop ecological tourism areas.
There will be three central urban development areas, linked together with inhabitants numbering approximately 750,000 people. The estimated land area for urban development until 2020 is around 5,245 ha, equivalent to a second-class city, including Nui Thanh urban area with 280,000 people, and a civil use land area of approximately 1,900 hectares, equating to an average amount of 68 square metres per person, Tam Hoa urban area with 260,000 people, where civil use land is approximately 1,640 hectares, equating to an average amount of 63 square metres per person, and Tam Phu urban area with 210,000 people, where civil use land is approximately 2,000 hectares, equating to an average amount of 95 square metres per person.
In the overall plan of Chu Lai open economic zone, 1,000 hectares of land will be dedicated to trees and ecological areas, located in two communes of Tam Xuan 1 and Tam Xuan 2.
The main transportation system will be organised as below:
The external transportation system: Chu Lai airport will be increased from 2,300 hectares to 3,000 hectares; Dan Nang-Dung Quat highway will be built and improved; national road No. 616 to the Western Highlands (Tay Nguyen) will be improved to the standard of third-class road; the road system connecting to the east of Chu Lai airport and Ky Ha seaport with Dung Quat economic zone of Quang Ngai province will be built; Ky Ha seaport will be invested in to an international standard for goods transfer.
The internal urban transportation system: vertical north-south systems will be improved or constructed; National road No. 1A will pass by the open economic area; the east centre system will connect the urban areas of Tam Phu-Tam Hoa-Nui Thanh; the coastal roads and horizon east-west systems will also be improved or constructed; Tam Ky northern roads, linked roads from the highway to the coast, roads in the new urban areas of Tam Hiep, Nui Thanh and Ky Ha port. The Thong Nhat railway will also be improved, along with developing Truong Giang River as another urban transport connection.
The overall plan for Chu Lai open economic zone has presented fully all future activities of Chu Lai open economic zone pursuant to Decision No.108/2003/QĐ-TTg signed on June 05, 2003 by the Prime Minister regarding the development of Chu Lai open economic zone in Quang Nam province. The content of this decision has been brought into practice step by step by the Managing Committee of Chu Lai open economic zone, through their detailed objectives and activities, through favourable investment policies, and through new infrastructure development. These activities have help draw more and more investment projects into Chu Lai open economic zone of Quang Nam province.
