For the future, Quang Binh Province has decided to continue developing Industry and Trade in the direction of encouraging the industry which has comparative advantages such as processing agricultural and forestry products, construction materials production, mining and mineral processing etc. Additionally, Quang Binh will also speed up the investment in industrial zones and complexes’ infrastructure; promote trade, services and export, contributing to economic restructuring. To help people have a better understanding of this development direction, Vietnam Business Forum interviewed Mr Le Tra Khoai - Deputy Director of the Quang Binh Department of Trade and Industry. Can you give us some assessment of the capacity of industrial enterprises in Quang Binh?
The direction for Quang Binh’s industrial development had been decisively shaped at the 14th provincial Party Congress and was reaffirmed in the 15th Provincial Party Resolution, which calls for developing industry towards modernization, in order to make industry the provincial key sector. Following this route, Quang Binh’s industry has achieved some important success. The industrial production in 2010 (base year 1994) was VND 3,533 billion, 2.34 times higher compared to 2005. The average growth rate for 2006-2010 periods was 18.55 percent. From 2011 to 2013, despite the economic downturn, the average growth rate remained high of 9.77 percent, the industrial production in 2013 was estimated at VND 7,830 billion (compared with 2010). Industry sector is gradually becoming a driving force for provincial economy.
It can be affirmed that in recent years, businesses and especially industrial enterprises in the province of Quang Binh has grown both in number and size. Many businesses have focused on upgrading equipment to boost productivity and improve product quality. Efficiency in production and competitiveness in business has been enhanced significantly, contributing greatly to the restructuring and growth of the provincial economy, helping to solve social issues, generating jobs and income, increasing government’s revenue. Quang Binh now has 3,429 enterprises working in the field of commerce - services, industry, construction and agriculture - forestry - fishery. Of which there are some medium - sized enterprises, mainly of construction materials production and agricultural, forestry and fishery processing. Currently, the province has seven cement factory with capacity of 4.48 million tons / year, one ceramic tiles factory capacity of 2.8 million m2 / year, one Kraps paper mill, six wood chip mill and two fertilizer production lines, three sewing plants with a total capacity of over 10 million products / year....
There are also some factories with advanced technology and equipment, capable of creating competitive and branded products, namely Gianh River cement, Culture Cement, Gianh River Fertilizer, Ceramic Brick...
As the agency under the Provincial People's Committee (PPC) responsible for state governance of industry and commerce, what has the Quang Binh Department of Trade and Industry has done to aid the PPC in planning and in creating linkages between the Quang Binh’s industry and the country’s?
To fulfil the duty of state governance, the Quang Binh Department of Trade and Industry has proposed to the PPC a development plan of industry, trade and petroleum sector toward 2020, of power sector toward 2015, with a vision to 2020. In addition, the Department has also innovated planning process of developing main areas and products, focusing more on the advantageous industries and products, at the same tine make beneficial connection with other regions such as the South Ha Tinh - North Quang Binh connection. We have proactively participated in drafting legal documents specifying the state governance in areas such as supporting commercial infrastructure investment; supervising industrial complexes in a coordinated manner; managing industrial explosives; governing provincial markets... The Department has organised trade fairs and international expos, supported businesses participating in Central and Highland provinces’ fairs, promoted the movement ‘Vietnamese use Vietnamese goods’. We also have increased the market surveillance to protect the legitimate interests of producers and consumers, to stabilise market and create a healthy and fair competitive environment for business.
Can you tell us in detail some of your efforts to attract investors?
Besides correctly implementing the administrative reform and planning, the Quang Binh Department of Trade and Industry has promoted investment through specific measures such as:
- Actively encouraging domestic and foreign investors of strong potential through conducting working visits of high-level provincial delegations to other local authorities, economic institutions, foreign and domestic enterprises.
- Innovating the work of attracting investment toward more specific and selective. Choosing investors who enthusiastic, capable and have the need to invest to make direct investment offers.
- Creating favourable conditions for investors to learn and complete investment preparation quickly and efficiently.
- In short-term, promoting investment of advantageous projects such as agriculture, forestry and aquatic products processing; production and processing of glass sand, high-quality cement, lime, unburned materials; mechanical manufacturing and ancillary industries.
