Accelerating Deployment of ATA Carnet System
To step up public administration reform, establish a favourable business environment of international standards to draw foreign investment capital and to meet the international integration process, the General Department of Vietnam Customs (GDC) and the Vietnam Chamber of Commerce and Industry (VCCI) have jointly carried out the project of using ATA Carnet System - an international customs document that allows the holder to temporary admission of goods - in accordance with the Customs Convention on the ATA Carnet.
The project is implemented in two phases. The first phase includes the negotiation, conclusion and enforcement of an agreement on temporary management with Taiwan (China) - the pilot stage. In the second stage, based on first-phase results, Vietnam will enter into the multilateral Convention on Temporary Admission (Istanbul Convention).
Responsible for guaranteeing and granting ATA Carnet documents, VCCI is currently building an ATA Garnet book guarantee, management, granting and revoking mechanism, which includes guiding processes for guarantee procedures, necessary documents annexed to application forms, document revocation mechanism, finalisation book, mortgage redemption after goods are re-imported into Vietnam. In the coming time, VCCI will set up, train and operate book granting centres in Hanoi, Danang, Ho Chi Minh City and Haiphong and install equipment and operate book-granting guaranteeing system.
