In order to form a hub to help investors and businesses solve difficulties and problems, Dak Nong province has established the Provincial Investment Promotion Centre with two main functions of promoting investment and facilitating businesses. This shows the commitment of the province to support local businesses. To learn more about its business support activities, Vietnam Business Forum interviewed Mr Le Van Quang, Director of the centre. Cong Luan – Cong Hoang report.
Can you please share more about the centre's activities in recent time?
We have made efforts to accomplish our mission in various ways, such as organizing entrepreneur training courses, consulting and evaluating investment projects, managing businesses, etc. Particularly, the centre has held several dialogues between provincial leaders with entrepreneurs and businesses in the province on the occasion of new year, as well as business meetings with the district authority, through which the problems and difficulties of investors were solved promptly by relevant agencies under the instruction of local authority of all levels. The support for enterprises, however, cannot be built overnight, but is the key task throughout the coming period. Therefore, we identify the specific roadmap for action for businesses and local authority to understand each other better, to "gain benefit" when businesses make investment and carry out production in the province.
Accordingly, in each quarter, the centre is assigned to be the focal point to support businesses, to identify the difficulties of businesses and report to the local leaders. At the same time, the centre also appoints officers and employees to monitor and supervise from the consultation to the operation of the projects. In addition, the province has organized thematic dialogues and exchanges with enterprises to increase mutual understanding between industries and authorities at all levels and the business community.
Since 2014, the centre will advise provincial leaders on promoting monthly contact between businesses and government agencies, with the tax and investment agencies being the pilot application. At the same time, the centre will also establish a hotline, open specialized sites for businesses to have direct dialogues on the website of the province, focus on the information website of the centre, and expand market connectivity by promoting products for businesses.
Besides the task of promoting trade and investment and supporting businesses, how does the centre promote cooperation with trade promotion organizations in the country and abroad?
Dak Nong has created the overall plan of socio economic development towards 2020. In particular, in the 2011 - 2015 period, GDP growth is expected to reach 15.49 percent. In 2015, Dak Nong is expected to escape from poverty and hopefully by 2020, its economy will reach the average level of the country.
To help fulfil the socio-economic criteria of the development of the province, promoting and calling for investment is also focused on; and a proactive strategy to attract investment for the coming years is also built. In addition to using the advantages of key industries and the major products of the province to invite investors, the centre also pays attention to the connection between investment promotion organizations in the country and abroad in the specific action plan for each year. The centre continues to connect with traditional partners in investment promotion, including investment promotion centres of four provinces in the Central Highlands area. Besides, it implements comprehensive cooperation programs between Dak Nong and Lam Dong, Ho Chi Minh City, Mundunkiri (Cambodia) and Jeolla Province (South Korea). Moreover, the centre provides information and promotes the potential of Dak Nong to consulates of the countries which have been working with the province and Vietnam’s counsellors abroad. It also keeps in touch with the leading experts in the field of economics to exchange experience and give Dak Nong the orientation to attract investors having rich potential in finance, science and technology.
To create a major shift in investment and create new shades for the economy, Dak Nong attaches great importance to the promoting and inviting investment and attracting external resources. To achieve those goals, what issues will the province focus on?
In the context of public investment cuts, investment promotion is a very important work which is given due attention by Dak Nong province. In particular, the province has invited experts with experience in this field to support, consult and develop strategies to attract investment to the province in the following years. This is the lever to fulfil the task of promotion and inviting investment into Dak Nong. At the same time, on the basis of identifying the potential and advantages of the locality, we first build the list of projects in line with the strategy to attract investment to the province, and with industry and territory planning to promote the strengths of each locality.
We also consider the role of businesses in the socio–economic development of the locality important. Therefore, when businesses and investors invest in the province, the immediate task of the centre is to assess and support investment in the province. Also, the centre is supposed to remove obstacles and coordinate with industries and other localities to put projects into operation.
In addition to the traditional way of promoting and calling for investment, the active search for partners and potential business is regular work of the centre. The human resources of Dak Nong are still lacking and weak, so the province focuses on surveying employment needs of businesses and investors to make appropriate training policies. At the same time, the province continues to promote administrative reform, reduce cumbersome procedures, implement one-stop-shop and make investment procedures open in the mass media for easier access for investors.
In order to deepen and specialize investment promotion activities and enhance the effectiveness of investor support, what is the development orientation of the centre in the future?
In the first nine months of 2013, investment in Dak Nong has decreased from the same period last year both in terms of quantity and investment capital scale, despite the efforts to promote investment of the province. We engaged in the second Investment Promotion Conference of the Central Highlands area (in Pleiku City, Gia Lai), welcomed the Thai General Consulate in Ho Chi Minh City and a business mission of the People’s Committee and businesses of Phu Nhuan district (Ho Chi Minh city) to explore investment opportunities. So, Dak Nong has welcomed many investors to the province. Specifically, the provincial People’s Committee approved investments for seven projects with the investment scale of VND 115.69 billion, granted investment certificates to 25 projects with the total registered capital of VND 896.87 billion and an FDI project with the capital of VND 15 billion.
The mission of the centre in the future is to promote investment and support business. These are two major and ongoing tasks which need to be accomplished with the spirit "Accompanying businesses to succeed." To implement the guideline under that spirit, every year, the centre will develop a plan to promote investment and support enterprises based on the practices of local businesses. At the same time, the centre will forecast investment demand into the province. The centre will be a good bridge between state agencies and enterprises which promptly reports the difficulties of the enterprise to the state management agencies. Each quarter, the centre will organize seminars and conferences on concerning issues of businesses which needs addressing, thereby help enterprises operate more efficiently.
We will also cooperate with Investment Promotion Centres of the Central area and other provinces to organize integrating investment promotion conferences for regional links to promote the potential and advantages of Dak Nong to domestic and foreign enterprises. At the same time, the centre also builds the tools for investment promotion which have key contents necessary to serve the needs of business. Besides, the centre pays attention to the formation of text utilities to help businesses find what they need when there are too many official state documents.
