Few localities in Vietnam are endowed with as good conditions for economic development as Quang Ninh province. The province is the country’s No. 1 centre of coal resources, power industry, cement industry and construction material industry. It has four provincially governed cities, namely Ha Long, Cam Pha, Uong Bi and Mong Cai, and two approved economic zones Van Don and Mong Cai, which are oriented to be developed into marine ecological tourism centres and international commercial and financial centres. The province also has favourable conditions to develop trade with China, by land and sea. With such advantages, in the past years, Quang Ninh province always defines the trade and industrial sector as the driving force and leading light of the province’s socioeconomic development.
The province’s average annual GDP growth was 12.7 percent in the 2006 - 2010 period, nearly double the country’s average. Industrial production value rose 14.51 percent, led by coal, building materials, thermal electricity, engineering and shipbuilding industries. The province has formed many industrial centres.
The diverse development of the services sector has met business needs and people's lives. Particularly, domestic trade develops and expands in urban, rural, mountainous and island areas. Import and export value in 2010 leaped 1.97 times over 2006. Foreign markets were gradually expanded and traditional markets remained. Main export markets are China, ASEAN countries, Japan and the European Union (EU), of which China accounts for more than 50 percent of total exports. Export sources are diversified, with processed items on the steady rise. Some have become key exports of the province and brought in huge forex reserves for the province.
In the 2011 - 2015 period, inspired by its achievements, Quang Ninh province strives to become a dynamic economic region in the north of Vietnam and an important gateway for international economic cooperation. Quang Ninh will basically become a modern industrial province by 2015.
To achieve that goal, the province targets to attain an annual GDP growth of 13 percent from 2011 to 2015, GDP per capita of US$3,000-3,227 in 2015, and a desired economic structure with 53 percent industry, 43 percent services and 4 percent agriculture, forestry and fishery by late 2015. Export turnover is estimated to reach US$2,887 million.
At the same time, Quang Ninh will develop selective industries, aimed at high-tech and clean industries, prioritise the development of highly competitive sectors and products, focus on developing supportive industries, manufacturing and processing industries, and actively coordinate with ministries and central agencies to implement economic development solutions.
Coal industry will be developed to meet domestic demand while gradually reducing export and production and protecting resources and environment. The electricity industry will accelerate the construction and commissioning of Quang Ninh 2, Mao Khe (turbine 2), Mong Duong 1 and Mong Duong 2 thermal power plants. The shipbuilding engineering industry will be upgraded and expanded. Particularly, the province will complete Cai Lan Shipbuilding Industrial Zone, Ha Long Shipyard and Ha An Shipyard, build some large-scale shipyards and develop supporting industries in Hai Ha Industrial Park and Dam Nha Mac Services Zone.
As for cement and construction industries, Quang Ninh will complete, invest and build Ha Long, Thang Long, Cam Pha and Lam Thach cement plants and robustly develop the building material production industry. The province will also rapidly develop industrial parks to add new productive forces and centralise management to limit environmental pollution.
The province will also focus on the comprehensive development of services, with priority given to telecommunications, education and training, financial business, transport and tourism services, and on the development of supermarkets, modern commercial centres in cities, towns and industrial zones and economic zones. Export is developed at reasonable growth to promote export-driven economic restructuring, with an increasing proportion of processed and manufactured products with high-tech content and a decreasing proportion of raw exports.
By fulfilling the above key tasks, the province will shift from hot economic growth to sustainable green economic growth as defined by the government of Quang Ninh. This is also considered the strategic objective and the political will of the province, to make Quang Ninh a modern industrialised province in 2015.
