In an effort to tap potentials and advantages as well as solidarity and unity of the Party, the government and the people, Tay Ninh province has continuously reaped important achievements in socioeconomic development. From this strong foundation, the province continues to draw on available resources to make Tay Ninh an industrial province by 2020 with synchronous socioeconomic infrastructure system linked with the infrastructure system of Ho Chi Minh City and the southern key economic zone. Vietnam Business Forum interviewed Mr Huynh Van Quang, Vice Chairman of Tay Ninh Provincial People's Committee, on this issue. Kim Bang and Minh Tuan report.
Could you please briefly introduce the province’s successes after two and a half years of implementing the five-year socio-economic development plan (2011-2015)? What is the province’s development orientation for the upcoming time to complete the plan successfully?
After two and a half years implementing the 5-year plan from 2011 to 2015, the province’s economic growth is quite stable, with an average annual GDP growth of 11.92 percent. The economic structure has shifted towards a positive pattern featured by a higher proportion of service and industrial value and a declining proportion of agriculture, forestry and fishery value (respective proportions of agriculture - forestry - fishery, industry - construction, and services in GDP were 38.23 percent, 24.99 percent and 36.78 percent in 2010 and 31 percent, 31.8 percent and 37.2 percent in September 2013. The production value of agriculture, forestry and fishery averagely increased 5.31 percent a year (Compared with the Resolution: 5.5 percent). Industrial production value averagely rose 18.96 percent a year (Resolution: 21 percent or higher). Services sector expanded 12.32 percent a year on average (Resolution: 14 percent or higher). Export and import turnover growth was relatively high. Exports valued at US$3,476.87 million, with an annual growth of 25.97 percent (Resolution: 20 percent). Import spending was US$2,190.42 million, with an average yearly growth of 20.7 percent (Resolution: 20 percent). State budget revenue expanded 20.35 percent a year on average (Resolution: 18 percent).
The infrastructure system is being gradually completed and the investment environment is being considerably improved. The province has attracted 111 new projects and allowed 51 existing projects to increase their investment scope, with a total capital value of US$851.6 million and VND8,333 billion. Up to 1,001 enterprises were granted business registration certificates with a total registered capital of VND2,597.75 billion. The province has focused on carrying out national target programmes, including the new countryside construction programme, and initially obtained important results. In particular, in 2012, Tay Ninh Town was recognised as a third-grade urban zone by the Ministry of Construction. The provincial government has concentrated on reviewing and adjusting industrial zone planning and removed 2,033.92 ha of industrial zones lying on farming land.
Guaranteed social security has helped stabilise and improve the living quality of people.
In the coming time, to achieve the five-year plan targets, the province will seriously and effectively carry out central directions and administrations to ensure the target of curbing inflation, stabilising macro economy and guaranteeing social security, exerting all resources to effectively carry out three breakthrough programmes to create important stepping stones and impetuses for socioeconomic development in the following years. At the same time, Tay Ninh will mobilise and utilise investment capital effectively for production and business development and socioeconomic infrastructure development. It will wide publicise plans, guidelines and policies on incentives for specific industries and products. It will also help businesses access markets, capital, credit, land, technology, industry, information and incentives.
In addition, the province will step up disbursement of State funds for construction and development investment. It will also raise the quality of construction management at all stages of construction investment process, from planning and investing to project approval and supervision. It will intensify decentralisation of basic construction investment inspection and supervision to timely address emerging irregularities. Tay Ninh will give priority to and focus on projects likely to be completed in 2014-2015; build roadmaps and plans for completion of objectives in 2014 that need to make Tay Ninh Town a provincially governed city. It will continue to develop key industries and enhance the effect of the Action Plan for Promoting Tay Ninh Industrial Development in 2012 - 2015, with orientation to 2020; and draw more investment capital into industrial parks and economic zones, especially underway zones.
The European Union (EU) and the Konrad-Adenauer-Stiftung Foundation (KAS) of Germany funded EUR425,000 for Vietnam’s project on “Strengthening Local Governance for Local Economic Growth in Vietnamese Cities.” Tay Ninh Town was chosen to benefit from the project. Would you be kind enough to tell us the significance and positive impact of this project to the urban development of Tay Ninh?
The project “Strengthening Local Governance for Local Economic Growth in Vietnamese Cities” (LoGoViC), funded by the EU and the Federal Ministry for Economic Cooperation and Development of Germany, is implemented by the Association of Cities of Vietnam (ACVN) from 2013 to 2015. Tay Ninh Town is among the three to be chosen to take part in this project together with Hue and Hai Duong.
The goals of the project are to recommend and propose measures to enhance the capacity and performance of public officials, strengthen of local governance, create a favourable business environment, and promote economic development. The project has all 16 activities in total. The Project Coordinating Committee of Tay Ninh Town, chaired by the Chairman of the Tay Ninh Town People’s Committee, has coordinated the participation in the project’s activities implemented by LoGoViC Project Management Unit. The committee also hosted a workshop on the inception of the project in Tay Ninh Town on October 22, 2013. Besides, the committee also coordinates with relevant units to survey the reality of local governance and business unit development by conducting field surveys into local business units and interviews with related public officials.
By analysing data collected from field surveys with local business units, interviews with concerned State officials and related documents, the Project Management Board will carry out follow-on activities like recommending the town government on solutions to enhance local governance to develop the economy in consistence with conclusions drawn in surveys, compiling appropriate curricula, organising training events and fostering appropriate knowledge and skills to enhance local governance capacity for public officials in the town, and organising three contests concerning local economic development and livelihood improvement for three piloted townlets.
Tay Ninh Town is striving to become a centrally governed city and this project is thus appropriate and necessary. If the activities are implemented well and the goals of the project are achieved, the project will contribute significantly to the town development.
The Resolution of the 9th Party Congress stated three breakthrough stages to boost socioeconomic development in five years from 2011 to 2015. Could you please tell us more about these three groundbreaking stages?
The Resolution of the Ninth Provincial Party Committee of Tay Ninh province has set three groundbreaking programmes. The first is the administrative reform programme. This is considered a duty and a solution to be focused in the coming time to build an effective administrative apparatus for the people and of the people and increase the efficiency and effectiveness of State apparatus. An important task of this programme is to build a well-functioning e-government to enhance publicity and transparency of procedures and reduce inconvenience to people when they use public services.
The second is the synchronous socioeconomic infrastructure development programme, especially transport infrastructure.
The final is the human resource development programme with the aim of providing high-quality human resources to serve socioeconomic development demand and restructure the economy towards industrialisation and modernisation direction.
These three action programmes will support the business community in the province and decide the local socioeconomic development in the 2011-2015 period and beyond.
