Many Large Companies to Be Audited in 2014

At the recent press meeting to announce the auditing plan for 2014, Deputy State Auditor General Le Minh Khai shared that according to the approved plan, this year the State Audit Office will audit 14 state ministries, 35 provinces and cities, 17 independent topics, 35 investment projects, 42 enterprises and commercial banks, 11 units of the Ministry of Defence, 30 units related to the security field.

As for state ministries, this year the State Audit Office will audit the Ministry of Finance, Ministry of Transport, Ministry of Construction, Ministry of Health, the State Bank of Vietnam, Ministry of Natural Resources and Environment, and others.

Cities and provinces to be audited include Hanoi, Ho Chi Minh city, Da Nang and Nghe An.

Referring to independent topics, the Office will conduct the auditing of the issuing, management and exploiting capital mobilised from the government bonds in 2013; the implementing of petroleum price policy from 2011-2013 in petroleum importing enterprises; the mobilising and exploiting of the capital in the Financial Leasing Company 1 (ALC1), the Financial Leasing Company 2 (ALC2) of Agribank; Financial Leasing Company of BIDV, Vietinbank and Vietcombank.

The State Audit Office will also audit the management and exploiting of road maintenance fund of 2013; management and exploiting of profit from petroleum and document reading left to the PetroVietnam from 2003 to 2013; tuition revenues and expenditures of the Ministry of Education and Training.

Several large scale projects like Hanoi – Haiphong highway, National Assembly Building, project of improving headquarters of the Government and Government Office, headquarters of the Ministry of Foreign Affairs, Nhat Tan bridge, Noi Bai - Lao Cai highway will also be in the scope of auditing this year.

The State Audit Office also plans to examine financial reports and activities related to management and exploiting state capital and assets 2013 of some large groups and corporation like: Vietnam National Chemical Group, Viettel Group, Bao Viet Group, State Capital Investment Corporation (SCIC), Vietnam Cement Corporation, Vietnam Railways and Vietnam Steel Corporation.

Moreover, aiming to concentrate on activities of finance and insurances, the State Audit Office will put into its auditing list a range of companies like: Mekong Housing Bank MHB, Debt and Assets Trading Company, Petrolimex Insurance Corporation, Social Insurance and Bao Minh Corporation.
Along with above mentioned companies, large scale enterprises in fields of construction, real estate and transportation will also be audited , namely Housing and Urban Development Corporation (HUD), Viglacera, Song Hong Corporation, Handico, Cienco 4, Sabeco, VEAM, Saigon Construction corporation, Tea Corporation and Vietnam Post.

Also according to Mr Le Minh Khai, the auditing result from 2013 has been basically completed. Initial data showed that from 150 auditing objects, the State Audit Office has proposed to process financially VND22,778.1 billion, including VND4,014 billion of increasing revenues, VND 5,290 billion of reducing expenditures, receipt or repayment to the Budget of VND9,817.5 billion.

Moreover, the office also transferred 5 cases to relevant authorities, including 4 cases for investigation authorities (Da River Financial Corporation; Seafood Corporation and 2 cases related to uncollectable property loans of Agribank Binh Phu and Agribank Ho Chi Minh City), and a case for the investigation authority of the State Bank of Vietnam to examine and handle any sign of legal violations.

It is planned that the auditing result of 2013 will be completed and submitted to the National Assembly in May.
