Renovating operating methods and enhancing professionalism to create a broad ripple effect on the business community is one of the central tasks of VCCI in 2014.
The Vietnam Chamber of Commerce and Industry (VCCI) hosted a staff conference to review its activities in 2013 and set out tasks for 2014 on February 25. At the meeting, delegates listened, discussed and agreed on contents of the summary report on VCCI’s activities in 2013 and tasks in 2014.
Practical business support
Reporting on task implementation in 2013, Mr Hoang Van Dung, Secretary of the Party Committee and Permanent Vice President of VCCI, stressed: "2013 was a year of great significance, especially for VCCI. As this was the last year of the Fifth Congress term (2008-2013), VCCI effectively performed its tasks in 2013, generalised and reviewed results, existing shortcomings, experiences and lessons identified in during the Fifth Congress, and worked out objectives, orientations and tasks for the next five years.”
According to the report, in 2013, VCCI basically completed its major tasks, with workload forecast to increase of 8.3 percent over 2012. Central activities were deployed as planned. Supports for businesses and entrepreneurs were carried out more practically and efficiently. “Given difficulties in economic activities and business activities, maintaining the above growth rate reflected tremendous efforts of VCCI and the business community,” added VCCI Vice President Dung.
VCCI timely grasped business situations, and advised the Party and the Government on solutions to support the business community like corporate tax break proposals and administrative procedure reform - particularly tax, customs and project investment. Building and communicating policies and laws continued to be one of the major tasks of VCCI.
Business environment improvement activities were accelerated by releasing the provincial competitiveness index (PCI) for 2012.
VCCI’s macro research reports continued to gain the trust of the Government, localities, businesses and society like the Report on Vietnam Business Environment, the Report on Employment, the Annual Business Report, the Report on Business Movements, the Report on Legal Development and Enforcement by Ministries, etc.
VCCI added one more step in employer representation and affirmed VCCI’s roles in formulating policies and laws on labour relations and labour dispute settlement.
Besides, in 2013, VCCI trade union achieved remarkable results and inspired its unionists to outperform their tasks.
However, VCCI still confronted some difficulties performing the tasks set for 2013. The deployment and construction of projects based on Resolution No. 09/NQ-TW on enterprise and entrepreneur development remained slow. No programmes and projects of national scale were launched. VCCI’s activities were renovated but not strong enough to develop high-quality services for enterprises.
VCCI also faced certain difficulty in balancing its operating budgets.
Renovating operations
The delegates agreed on VCCI’s tasks for 2014 in the report. Accordingly, VCCI’s 2014 tasks must be closely tied to the VCCI task deployment plan set for the 2013-2018 period, with major tasks as follows.
VCCI will advise the Party and the State and contribute opinions to lawmaking. VCCI will continue to carry out Resolution No. 09/NQ-TW of the Politburo on "Building and promoting the roles of Vietnamese entrepreneurs in the process of accelerating industrialisation, modernisation and international integration.” The core tasks will be employer representation, training, business development, business felicitation, and business competitiveness enhancement and business association development. VCCI will continue to effectively advise the Party and the State on policy-making, law-making and business environment, especially issues directly related to enterprises and the economy.
VCCI will continue to implement and promote the results achieved in 2013 like strengthening business link, expanding cooperation, intensifying business training and development, promoting trade - investment, and employer representation.
Specially, to strengthen, promote and pervade the effect of VCCI on the business community, VCCI President Vu Tien Loc said renovating operating methods and enhancing professionalism is one of the central tasks of VCCI in 2014. This task needs to be made clear and be presented at the Sixth VCCI Congress (2013-2018).
In addition, VCCI needs to improve and apply processes and regulations concerning internal activities to gradually standardise and professionalise VCCI professional agencies. It will effectively carry out official rotation based on personnel planning and assessment. It will improve internal commutations, uphold the provision of information concerning activities of VCCI units, upgrade the official website
www.vcci.com.vn, and ensure the progress of building basic VCCI construction projects in 2014.
At the conference, VCCI handed the Certificates of Merit of VCCI to outstanding VCCI staffs.
