Businesses Allowed to Temporarily Use Digital Signatures

The General Department of Vietnam Customs has sent an instructive document to provincial/municipal departments of customs to guide companies to carry out e-customs procedures, even if they have not registered to participate in or are not eligible to get connected to the VNACCS system.
Customs declarers who have not registered to connect with the VNACCS system will register to connect with the system in accordance with the Appendix I of Circular 22/2014/TT-BTC. In case declarers cannot complete registration at their head offices, customs agencies will support them to register the connection with the system at working offices of customs agencies where they register to declare customs documents. Where declarers do not register to join the VNACCS system, they will have to perform customs procedures manually.
 
In case declarers are not eligible for getting connected to the VNACCS system but they meet conditions for registration of export - import customs declarations, they shall register with customs agencies where they register to declare customs procedures by filling up given forms.
 
They must register to get connected with the system immediately after they meet registration conditions stipulated in the Appendix I to Circular 22/2014/TT-BTC. When the support time is over, if they do not meet conditions to register for joining the VNACCS system, they shall perform customs procedures manually.
 
Accordingly, customs agencies will base on commitment papers pertaining to the registration and application of e-customs procedures in case of being unconnected with the VNACCS system to guide companies to register to get connected to the VNACCS system in case declarers are eligible.
 
Where declarers are ineligible for joining the VNACCS system but they meet conditions for registration of export - import customs declarations, head of customs agencies where they register to declare customs procedures approve the commitment papers pertaining to the registration and application of e-customs procedures in case of being unconnected with the VNACCS system and assign staffs to manage digital signatures temporarily used to register the system connection.
 
The time for using accounts and digital signatures is one month dating from the effective date of Decision 865/QD-TCHQ on March 25, 2014.
