Unemployment situation is currently facing turbulence, especially in areas affected by economic restructuring; unemployment registration is still at a high level while labour export rate is low. Hai Phong City finds it difficult to recruit students for vocational schools, especially in its major fields like ship-building, marine transportation. Standing against these challenges, Hai Phong Department of Labour - Invalids and Social Affairs has actively advised the People’s Committee to promote vocational training in the city.
The Department of Labour - Invalids and Social Affairs has seriously implemented decisions of Provincial Party, People’s Council, completed tasks, basically achieved planned targets. Training human resources and introducing jobs are comprehensively conducted; state management on vocation is enhanced.
 
The network of vocational places has clearly developed. In 2013, 48,500 students were recruited (including 10,000 students for vocational colleges and schools, over 38,000 students for elementary and regular vocational schools). 77 classes were open in rural areas, attracting 2,700 students. The Department has also cooperated with the Vocational Scientific Institute under Ministry of Labour - Invalids and Social Affairs to elaborate the project of “Developing network of vocational places in the city to 2020, prospect to 2030”, in cooperation with JICA to plan the project of teaching Japanese at Hai Phong Vocational Industrial College.
According to data of Department of Labour - Invalids and Social Affairs, as of 2013, the number of Japanese invested enterprises in economic and industrial zones accounts for 63 percent of total number of foreign investment enterprises. These enterprises are employing and training 29,642 people, mainly young ones. It could be concluded that Hai Phong has been well meeting employee demand of Japanese investors. However, to supply high quality, skilled employees, it is necessary to concentrate on information in the labour market to have a thorough view and have adjusting policies suitable with new periods.
The Department has also received proper attention to job introduction. Last year, 51,000 jobs were created, making up 100 percent of the plan. In 2013, over 1,000 employees were exported. Disbursed capital reached VND72,264 million, exceeding 3.23 percent over the plan. A large contribution to dealing with unemployment in the city was the job exchange floor. Through 23 sessions that were organised twice a month, the floor attracted 963 enterprises and 50,000 people searching for jobs. Moreover, it is also the authority to solve unemployment insurance of the city. The number of people receiving unemployment insurance was 8,716, making up 91.68 percent of registered ones.
 
Along with human resource training and job solving, social welfare also attract the Department’s consideration. The Department has realised state policies for credit deserved people, people needing social support, the poor, poor children, especially has given monthly allowances and granted health cards timely and properly. In the context of many difficulties both in the city and in Vietnam, the Department has mobilised every resource, especially from the society to conduct the mission of social welfare. It also complies closely with the Ministry’s task of realising 2013 topic of “Urban area and Tourism”, the Department has implemented many strict solutions, created many changes in dealing with homeless people in the area. Centers of social employment education are stably remained.
