Vietnam disbursed about US$3.2 billion of ODA and preferential loans in the first 6 months, making up 58.7 percent of the whole year and it is higher than over the same period of previous year. Of which, the disbursement of the World Bank is the most outstanding, exceeding US$1 billion for the first time.
Deputy Prime Minister Hoang Trung Hai has required ministries and localities to promote the progress of the disbursement of ODA and preferential loans.
The value of ODA and preferential loans signed in the first 6 months of 2014 reached US$2.25 billion. It was not as high as that of the same period of previous year; however, many programmes and projects of donors are planned to negotiate and sign in the second half of the year.
Disbursement of ODA programmes and projects and preferential loans between industries, sectors and localities is not equal. Disbursement is faster in fields of transportation, energy, urban development than in fields of health, education and training, information, labour – invalids and social affairs. Similarly, disbursement in Hanoi and Ho Chi Minh city is higher than in many other provinces.
Deputy Prime Minister Hai has required relevant agencies and localities to work seriously to ensure quality and progress as commissioned in Decision no. 1257/QD-TTg dated 25th July 2014 of the Prime Minister approving the Plan of improving the implementation of ODA programmes and projects and preferential loans in period of 2014 – 2015, including pushing up progress of completing missions to meet timeline of negotiating and signing aid agreements.
Ministries, sectors and localities have responsibilities of improving quality of preparing projects in order to limit adjustments and changes, to avoid wastes and prolonging time of project implementation; continuing implementing comprehensively solutions to improve quality and effectiveness of project management board.
The Ministry of Planning and Investment will take the main responsibility, in cooperation with the Ministry of Finance, Ministry of Foreign Affairs, the State Bank of Vietnam and other relevant organisations to review, update and complete data on calling for, managing and using ODA and preferential loans, ensure that the date is sufficient and accurate; list out projects that have completed final accounts.
They must elaborate, supplement regulations on preventing and avoiding corruption in managing and using ODA and preferential loans; enhance examination, on site supervision to prevent violations; review and assess the transparency in managing, implementing programmes and projects, collect and report to the Steering Committee before 31st December 2014.
