Motivation for Vietnam to Improve Vocational Training Quality

"Programme of vocational training 2008" (PVT 2008) is a component of the "Vietnam Vocational Training Innovation Programme", which was committed between the Government of Vietnam and the Government of Germany in 2008 in the framework of fields under training priorities. The programme has actively supported Vietnam to improve the quality of vocational training facilities, programmes and quality in general. On November 12th 2014, in Hanoi, the General Department of Vocational Training of the Ministry of Labour, Invalids and Social Affairs of Vietnam and the Gesellschaft für Internationale Zusammenarbeit (GIZ) (Development Cooperation Organization of Germany) jointly organised a conference to review the component of technical cooperation of the PVT 2008.
 
The component is designed as an open programme, under which vocational training programmes are selected according to agreed criteria on performance effectiveness and demand-oriented training.
 
In this component, GIZ executes the field of technical cooperation activity, focusing on capacity development activities under the authorization of the Federal Ministry for Economic Cooperation and Development, BMZ. Financial cooperation activities carried out by German Development Bank KfW includes the supply and installation of training equipment corresponding to the areas of vocational assistance.
The General Department for Vocational Training, KfW and GIZ jointly build the criteria set to reflect the contents of employment-oriented training, financial sustainability, qualified personnel and organizational structure, which is set up effectively. This set of criteria is used to evaluate and select vocational training institutions. Five selected vocational training institutions include An Giang, Long An, Ninh Thuan Vocational Colleges, Bac Ninh Economics and Engineering Vocational College, Viet Bac VINACOMIN Industrial Vocational College.
 
The project supporting the training schools was selected to build the school development plan. This activity involves collecting data about the labour market demands and analysing their strengths and weaknesses. On this basis, the project selected professions needing support and investment according to plan, implemented job training and counselling services, and identified measures for the schools to implement the training themselves. Within the framework of this activity, the project implemented "the concept of training and three-level conference" to solve the problem of shortage of conformity in practice and employment sectors. Partners are continuing to use the development plan and the set of criteria to help improve the quality of training.
 
After assessing practical skills of teaching staff in the fields of metal cutting, mechatronics, industrial electronics and welding, the project selected teachers to participate in multi-level training in office programme. These teaching staff have the ability to analyse specific aspects such as maintenance and services, work safety, environment and health protection, labour use and organizational processes, initiate of improvement activities, thereby helping to improve the quality of implementation.
To strengthen cooperation with the business community, representatives of vocational schools were instructed how to conduct training demand analysis. The teachers also completed the International Leadership Training Course on 'Communication development in vocational training' in Germany.
 
After four years of operation, the programme has achieved concrete results including adjusting, editing and developing 28 sets of teaching materials in various learning modules in different training sectors (metal cutting, electric/electronic and electromechanical); along with that are four guidelines compiled on topics such as vocational teaching and practising workshops management.
 
81 teachers have completed training courses in supported occupations. The evaluation performed with the standard tools of Germany showed an improvement in the practice capacity of teachers. 64 managers were engaged in training on management skills. The concept of "integrated teaching" (a new method in vocational training in Vietnam) has been delivered to officials of all selected vocational schools.
 
13 types of partnerships with businesses have been classified and comply with local requirements. Experiences from successful cases are compiled into guideline documentation.
 
The success of the programme is creating dynamic excitation to promote innovation and quality of vocational training in Vietnam. Representatives from participating partners agreed on solutions to maintain and promote the achievements of the programme at national level and in the execution units.
