To facilitate businesses to pay taxes electronically, the General Department of Taxation has actively expanded electronic tax payment methods to more localities. In response to the joint effort of the entire industry plus its specific solutions, since May 18, 2015, the Tax Department of Nghe An Province has become the first unit to fulfill this year’s target of attracting 6,204 businesses to use electronic tax payment service in 2015, or 90 percent of total businesses operating in the province.
Mr Nguyen Hong Hai, Deputy Director of Nghe An Tax Department, said it is not a coincidence that the tax sector of Nghe An Province can lead the country in electronic tax payment achievement, but rather the result of a long process of preparation which started decades ago. The department was the two first units to register with the General Department of Taxation to deploy department-level IT model for its branches (sub-department). Following this success, this model was applied to all 21 branches in the province. In order to standardise its operations and enhance transparency of management processes and procedures to facilitate taxpayers, the Nghe An Tax Department is one of the first taxation units to adopt administrative ISO standards to management. Also at that time, the General Department of Taxation started to launch online tax declaration. With its experience and facilities, plus the determination of civil servants, in just a short time, the tax services of Nghe An opened electronic tax declaration to all enterprises. This is an important prerequisite for the tax service to continue to develop electronic tax payment.
Mr Trinh Dinh Dung, Deputy Director of Information Technology Committee under the Nghe An Taxation Department, said, with a relatively complete infrastructure system plus experience and coordination between the department with local banks, the progress from electronic tax declaration to electronic tax payment is quite favourable. Accordingly, based on agreements between the General Department of Taxation with banks and under the direct leadership of the Taxation Department, the Information Technology Committee set up a steering unit for deployment of electronic tax payment where the Deputy Director of Taxation Department is the Chairman, the Director of Information Technology Committee is the Deputy Chairman, and Heads of 21 Taxation Branches are Members. Then, the Information Technology Committee worked with commercial banks to prepare infrastructure conditions for the deployment of electronic tax payment and advised department leaders to carry out electronic tax payment in districts. The Committee collaborated with commercial banks to list taxpayers with bank accounts. Based on this list, taxation authorities will contact taxpayers to persuade them to register for electronic tax payment.
The department has also informed and supported taxpayers. All bank offices have electronic boards and leaflets to guide electronic tax payment. The Information Technology Committee also arranged staff to assist taxpayers in the process of deploying electronic tax payment in many forms. In case telephone support fails, tax authorities will connect with taxpayers’ computers to deal with emerging matters. If both methods fail, the Information Technology Committee will send staff members to taxpayers’ offices to support. With this very active, considerate support of tax authorities, plus self-awareness of taxpayers, up to 90 percent of businesses in the province have registered to pay taxes electronically, completing the target four months ahead of schedule.
