Facing slow, unbalanced and unsustainable agricultural growth, restructuring is seen as the right way and a leverage to enhance agricultural growth quality. According to Quang Ngai Agricultural Restructuring Scheme aimed to add value and sustain development in the 2015-2020 phase, the province will strive to maintain annual agricultural growth of 4.1 per cent in the 2016 - 2020 phase.
Located in the Central Coast, Quang Ngai province has rich potential and advantages in agricultural, forestry and fishery development. According to Mr Duong Van To, Director of the Department of Agriculture and Rural Development, by utilising existing potential and strengths, the province’s industrial production value rose 4.49 per cent a year on average over 10 years (2004-2014), in which agriculture expanded 2.8 per cent, forestry enlarged 7.7 per cent and fishery rose 7.5 per cent. However, agricultural production in the province is still small, slow-growing, unbalanced and unsustainable; material zones for processing industries develop unstably; agricultural commodities are not varied; quality and competitiveness of agricultural products are low; and while internal agricultural economic structure is being shifted in a positive direction, the process remains slow and unbalanced. Therefore, agricultural restructuring is seen as a right way for Quang Ngai to tap its advantages to develop a comprehensive and competitive agriculture.
To carry out the Agricultural Restructuring Scheme approved by the Prime Minister, the Quang Ngai Provincial People's Committee issued Decision 148/QD-UBND dated May 25, 2015 on agricultural restructuring scheme of Quang Ngai province towards increased added value and sustainable development in 2015-2020. The scheme aims to ensure annual agricultural growth of 4.1 per cent in the 2016-2020 period, and keep the share of agriculture at 59.8 per cent, the share of forestry at 6.8 per cent, and the share of fisheries at 33.4 per cent. The average production value per hectare will reach VND65 million in 2020; the forest coverage will climb 50 per cent in 2015 and 52 per cent in 2016- 2020. The rate of trained workers is over 35 per cent.
Cassava and sugarcane are top crops used by processing industries. Ly Son garlic and Tra Bong cinnamon are top local specialty crops, aimed to be developed into popular brands to boost sales to domestic and international markets and raise added values. Rice, maize, food crops (vegetables and beans), cattle-fed grass, peanuts, rubber and fruit trees are locally competitive and advantageous crops.
In livestock restructuring, the province has focused on beef cattle, buffalo, pig and poultry. Beef cattle and buffalo are defined as cattle of competitive advantages with high added value.
In forestry, large trees (indigenous trees) are the primary input for furniture production for domestic and export markets. In fishery, seafood and shrimp are key products.
The agricultural restructuring not only helps ensure food security, stabilise and raise incomes, and improve living conditions for a majority of people, but also provides an opportunity for Quang Ngai province’s agriculture to sustain development. To successfully carry out the agricultural restructuring scheme and gradually enhance the competitiveness of agricultural commodities on the market, Quang Ngai province will focus on the following solutions: Broadly spreading contents of the agricultural restructuring scheme to all people in order to create public consensus in implementation; improving the quality of planning, enhancing the effectiveness of State planning management; integrating restructuring with accelerated implementation of national target programmes on new countryside construction; attracting investment resources for production infrastructure construction; advancing scientific and technological research, transfer and application, human resources training for and agriculture, forestry, fishery and salt production; and promoting and expanding consumer markets for local products.
