Improving Labour Quality in Industrialisation

Bac Ninh province is currently attracting huge investment from economic groups both at home and abroad, creating strong momentum for the economic development of the local society. The investment brings employment opportunities for workers, but also poses demands on the efficiency of the State management over labour to ensure building a good working environment, in accordance with the law, and promote the physical and mental power of workers, creating a sustainable stable development of the business. Around this topic, Vietnam Business Forum had an interview with Mr Do Thanh Quang, Deputy Director, Department of Labour, Invalids and Social Affairs of Bac Ninh province. Duy Anh reports.

How do you assess the quality of labour, as well as employers, and the use of human resources in the province of Bac Ninh?
 
With many timely appropriate guidelines and measures, Bac Ninh has developed industry very fast. Businesses flourished both in number and scale. Many large investors have invested in the province, especially FDI enterprises such as Samsung, Microsoft, PepsiCo, Canon, etc. With the development of business, labour issues, labour training have strong moves. The number of employees in enterprises increased rapidly, from approximately 30,000 in 1997 to about 300,000 currently. There are many large enterprises, especially FDI enterprises which invest in high-technology, advanced management skills and high employment standards. In the past 10 years, the province has formed management teams, workers have increasingly satisfied quality requirements. For workers: skill level is raised, especially formation of industrial production behaviour (consciously abide by discipline, the working style). For managers: it has formed a professional team with qualified advanced management skills. Most large enterprises have done quite well the regimes and policies for employers such as wage regime, social security, working conditions, support for petrol vehicles and renting price, etc. Besides, businesses are also very interested in the spiritual life for employers, organize many cultural and sports activities and holidays to create comfort for employees.

Human resource schools have developed, having drastic changes in both quantity and quality of training. Currently, the province has 51 establishments, including: 5 vocational colleges, 12 vocational schools, 20 vocational centres and other 14 vocational establishments. There are 35 vocational training institutions, the rest are preparing the conditions for the training; with 30,000 employers who have been trained annually. Training methods had significant changes, from typical vocational training to the training base on the needs of the market. Many facilities have a strong link with the business training as required. Vocational college students, vocational school students are arranged to have intern-ships at large firms such as Canon Que Vo, Jhcos Vina Co., Lilama 69.1 Company, Nokia Corporation, Ariston Thermo Vietnam Company, Company Construction Engineering CP 26 (coma 26), Sam Sung Company; Sam Sung Company Thai Nguyen, Tien Son Canon, Foxcom Hong Hai Group and Microsoft. It can be asserted, for secondary education system, the quality of workmanship colleges is guaranteed, step by step to meet the needs of businesses. There are 80 percent of students who can find jobs immediately. The primary system after training has helped improve skills for workers, helping them change job when they have opportunities or do old jobs, but improve their productivity and quality of products.
 
Bac Ninh is currently attracting many local and foreign investors, helping bring comprehensive change to the economic face of the province. But these positive changes also poses problems in labour management, and investments to improve the quality of human resources, etc. What are your solutions?
We can say that the rapid rise of the labour force raises many complex issues in labour management including salary, social insurance; occupational safety and occupational diseases; labour accidents; labour disputes, strikes, complaints and denunciations, along with the increase of the labour force. Facing this fact the MOLISA has many solutions to improve management efficiency, such as:

First: Strengthen the dissemination of information to raise awareness of labour laws for businesses. Support and guide enterprises in the implementation of the provisions of the labour law.

Second: Solve promptly complaints and denunciations of workers; coordinate effectively resolve labour disputes and strikes; promote building harmonious labour relations in the enterprise.

Third: Improve state management accountability in district labour management agencies and management boards of industrial zones.

Fourth: Strengthen the inspection and examination of the implementation of labour laws in the enterprise.

Fifth: Continue to promote the dissemination of information to raise awareness of the whole society for vocational training; Strengthening infrastructure and equipment as well as vocational training and retraining of teachers and management staff, innovate teaching methods. Further strengthen the direction and control investigations, monitor and evaluate vocational training activities. Planning the network of vocational training, decentralization and improving the autonomy and self-responsibility of the vocational training institutions.

Sixth: To properly analyse labour market information to support information for the training establishment to outline training and enrolment programs to meet the needs of learners and businesses. Strengthen the links between training institutions and businesses to address training, orders, training according to the needs of the business. Support, encourage enterprises to participate in training and using labour (The Province issued Decision 286 / QD-UBND dated 26 June 2014 regulating supports in training and employment for businesses in the province of Bac Ninh).
