The objective of Agenda 2030 is to maintain sustainable economic growth coupled with the implementation of progress in social justice and ecological environmental protection; efficient management and use of resources and actively respond to climate change. At the same time, it aims at ensuring that all people can bring into play their potential; participate in and benefit from the development outcomes; build a peaceful prosperous, democratic, equal, sustainable and civilized society.
At the seminar "Agenda 2030 for the sustainable development and updates on the implementation in Vietnam" held by the Ministry of Planning and Investment in Hanoi, Nguyen Le Thuy, Deputy Director of the Office of Sustainable Development of the Ministry of Planning and Investment, said that to successfully implement Agenda 2030 and the goals of sustainable development, it is necessary to promote participation of all stakeholders including ministries, agencies from the central to local levels; in which the participation of press agencies; political organisations; social and business community, development partners and all people is needed.
Agenda 2030 for the sustainable development of the United Nations was adopted at the United Nations summit held on September 25-27, 2015 in New York. At the summit, Vietnam said it would support and gather all resources, mobilise all ministries, branches, localities, organisations, communities and people to successfully implement agenda 2030 and the goals of sustainable development.
Agenda 2030 has broad and comprehensive coverage, for the benefit of all people throughout the world, for the generations of today and tomorrow with the aim of completing the unfinished work of Millennium Development Goals and Agenda 21.
Based on 17 goals and 169 specific objectives of Agenda 2030 for the sustainable development of the United Nations, based on the practical conditions, the ability, and development priorities of Vietnam in each period, and based on the current strategies, policies and programmes, the Ministry of Planning and Investment has collaborated with ministries, branches and localities to determine the objectives suitable to Vietnam and build a national action plan for implementing Agenda 2030. In August-September 2016, the consultative workshops to review the objectives of sustainable development were held to propose and select Vietnam’s sustainable development goals 2030 (VSDGs). In November 2016, the draft of National Action Plan was completed and submitted to the Prime Minister.
The action plan includes 115 objectives of the Agenda. Accordingly, the VSDGs 2030 include: ending all forms of poverty everywhere; eliminating hunger and ensuring food security, improving nutrition and promoting sustainable agricultural development; ensuring access to sustainable energy sources for everyone; ensuring sustainable comprehensive, continuous economic growth; ensuring full employment, productivity and decent work for everyone; strengthening implementation modalities and promoting global partnership for sustainable development.
The main tasks to be carried out in the period 2017-2020 are to complete institutional system of sustainable development, improve the efficiency of the State management of national sustainable development; continue to improve the system of laws, mechanisms and policies in the direction of adjustment, supplement and promulgate to ensure adequate legal framework for the implementation of Action Plan and the goals of sustainable development.
This Action Plan will be the legal basis for Vietnam to implement the sustainable development goals of the country and at the same time implement commitments with the international community and contribute to the joint efforts of global sustainable development.
Funds for implementation of the Action Plan include the State budget, investment of private sector, communities and foreign capital sources (ODA, FDI and other sources). Funding from the state budget to implement the Action Plan will be allocated in the annual budget expenditure of ministries, agencies and local organizations under the provisions of the current State budget and mainstreamed in funding for implementation of the 5-year socio-economic development plan and annually as well as the national target programme.
