The General Department of Vietnam Customs issued Decision 737/QD-TCHQ dated March 8, 2017 on the Action Plan for Implementation of Resolution 19-2017/NQ-CP. Accordingly, the General Department defines overall objectives of the Action Plan: Continuing to reform and modernise customs and boost trade and investment facilitation.
Specific objectives include striving to shorten the cross-border clearance time to 70 hours for exports and 90 hours for imports by the end of 2017 and to less than 60 hours for exports and 80 hours for imports by the end of 2020. Thus, the targets set by the Government for 2017 as well as 2020 are much higher than those of 2016. This requires the entire customs sector to make greater efforts to achieve the targets as assigned by the Government.
By the end of 2017, Vietnam will improve its rankings for cross-border clearance time to under-82s from the current 93rd position (according to the World Bank). In 2017, all public customs services of at least Level 3 and 70 per cent of Level 4 will be provided online.
