SMEs Can Join ASEAN Goods Self-certification

Circular 27/2017/TT-BCT on regulations on self-certification of origin of goods under the ASEAN Agreement on Trade in Goods, traders selected to participate in the pilot self-certification of goods of ASEAN origin do not need to meet export revenue norms to ASEAN which must be at least US$10 million in the preceding year.

Instead, chosen traders must meet following criteria: Being an SME or bigger, having employees trained in and certified for origin of goods by trainers approved by the Ministry of Industry and Trade in line with Circular 28/2015/TT-BCT; being a manufacturer and an exporter of their products; and not breach origin regulations in the last two years prior to the filing date.

Circular 27/2017/TT-BCT took effect from December 6, 2017.
