“The Industrial Revolution 4.0, powered by artificial intelligence (AI) and Internet of things (IoT), will open a new development era - the digital age which is forecast to exert a powerful impact on every aspect of each country,” said Deputy Prime Minister Vu Duc Dam at the Board Meeting of ASSA 35 in Khanh Hoa province.
He stressed that during the First Industrial Revolution with the emergence of steam engines, it was worrying that weavers would lose their jobs but now the number of people working in this industry is thousands of times higher. Likewise, in the Fourth Industrial Revolution, some careers will disappear but new ones will emerge. For example, a few decades ago, we could hardly imagine that there are jobs related to artificial intelligence, robots and virtual reality as now.
But, he also noted that, along with the opportunities, the Fourth Industrial Revolution also warned against people’s dependence on machines, technology and even man-controlled artificial intelligence. “The Industrial Revolution always offers opportunity and challenge at the same time but the human race still advances in the end. Success will come to those who actively approach and capture the Industrial Revolution and technology,” he added.
This is a historic but challenging opportunity for social security agencies to reform and develop.
Well aware of this, the Government of Vietnam is highly committed to building an e-government, moving towards a digital government, developing information infrastructure, getting capable of managing national development in the digital evolution era in which humans are placed at the heart and no one is left behind. This is also the goal and requires joint efforts of all ministries and sectors.
Deputy Prime Minister Vu Duc Dam added that the health insurance information system of the Vietnam Social Security is highly appreciated by ASEAN friends, evidenced for a sector that endeavours to rise up and take advantage of opportunities.
In addition to promoting information technology application, humans are equally important, he said. Therefore, in the context of deepening globalisation and international integration, impacts of free labour mobility and the Industrial Revolution 4.0 are changing the labour market where many jobs are lost or less stable and working space is expanded and new working skills are required, thus forcing each country to innovate human resources training to adapt to new changes and requirements. To do this, the role of social security agencies is essential.
Vietnam currently has life insurance and worker training support policies but they still expose weaknesses that require more flexible and adaptative innovations. In addition, good social security policies create a more attractive working environment and become a competitive advantage in production and integration.
Deputy Prime Minister Dam reaffirmed that Vietnam is working with the other social security systems in the world, aiming for a multi-layered, sustainable, effective social security system to meet people’s needs, and actively contribute to the national economic, cultural and social development.
