E-commerce Sharpens Competitiveness

To embrace the Fourth Industrial Revolution or Industry 4.0, Kien Giang province has focused on developing e-commerce to enhance business competitiveness and boost socioeconomic growth in recent years. The enforcement of Decree 52/ND-CP of the Government dated May 16, 2013 on e-commerce and Action Plan 180/KH-UBND of the Provincial People’s Committee dated December 22, 2017 on e-commerce development in Kien Giang province in 2017 - 2020 has produced very encouraging results.

Mr. Ngo Cong Tuoc, Director of Kien Giang Department of Industry and Trade, said, e-commerce practically helps local economic development and international economic integration; supports local product marketing and brings in business opportunities, especially in the world market with low costs. E-commerce helps provide product information faster for customers and helps businesses reduce significant business costs. Thus far, the local business community has been properly aware of the role and importance of information technology in general and e-commerce in particular in managing and operating business activities. For that reason, they have paid more attention to investing information technology infrastructure construction to better corporate governance, develop more potential markets and customers, and boost business performance. Some businesses have also actively developed websites for e-commerce and marketing purposes and joined national e-commerce exchanges to seek partners.

In the past years, the Department of Industry and Trade of Kien Giang province implemented Decree 52/2013/ND-CP of the Government on e-commerce and Action Plan 180/KH-UBND on e-commerce development in Kien Giang province in 2017 - 2020 and achieved very encouraging results. Specifically, to disseminate and train e-commerce, the department worked with the Vietnam E-commerce and Information Economy Agency (Idea) under the Ministry of Industry and Trade to open five training courses on e-commerce law enforcement for public officials and four training courses on e-commerce development and application for local enterprises. To develop and apply e-commerce technology and services and support local enterprises with e-commerce application, the department has assisted 46 enterprises to build e-commerce websites with domestic and international domain names, set up e-mail systems for their own registered domains, promote product marketing and branding, and seek partners on national e-commerce exchanges.

To enhance State management of e-commerce, the Kien Giang Department of Industry and Trade digitalized 143 public administrative procedures, including 143 level-two public services provided online on the department’s website with application forms, declaration forms, requirements and conditions of administrative procedures. The department is preparing to bring level-three and level-four public services online.

Director Tuoc said, to improve State management of e-commerce in the province, the Department of Industry and Trade will strictly execute the Decree 52/ND-CP of the Government and the Action Plan of Kien Giang province in 2017 - 2020 on e-commerce development in the coming time. The authority will focus on implementing projects under the National E-Commerce Development Program; building up the capacity of e-commerce law enforcement team (inspectors, market watch dogs, police and court); developing and applying new technologies in e-commerce; encouraging businesses and individuals to start their businesses with e-commerce by adopting new, advanced technologies.

The industry and trade sector of Kien Giang province will also develop human resources for e-commerce development by organizing short-term training programs on e-commerce and relevant topics for public officials and business managers. It will develop e-commerce in some key areas and fields, promote e-commerce application for key export industries to enhance market access and expand exports, provide information on local export potential and introduce it on the exporter directory on the Vietnam Export Information Portal.
