Environmental Catalyst from Hi-tech Waste-to-Power Project in Bac Ninh

As expected, the high-tech waste-to-power plant in Bac Ninh province, invested by Thang Long Energy Environment Joint Stock Company, will be put into commercial operation in 2022. The facility is expected to make disruptive breakthroughs not only in the energy industry but also in socio-economic and environmental improvement, as it can treat about 500 tons of waste a day to run 11.7-MW generators.

We, therefore, strongly expect that the success of the Bac Ninh province-based waste-to-power plant will be scaled up to other provinces and cities across the country to make major changes in environment and energy in Vietnam today.

Creating transformational changes in energy and environment

How do you expect your hi-tech waste-to-power plant project will help solve current environmental and energy issues in the locality?

The large amount of waste in Bac Ninh province currently poses significant challenges to the locality in ensuring environmental sanitation. Currently, centralized waste treatment facilities in the province are mainly using landfills and incinerators to destroy without recovering heat. The scale and capacity of existing waste treatment facilities in Bac Ninh are not sufficient to consume current and future waste.

Therefore, after going into operation, our facility will help to address local environmental and energy concerns. Waste will be treated in a closed cycle powered by cutting-edge technology of the world. The first-phase facility is capable of treating 500 tons a day and its capacity will be increased to 1,000-2,000 tons a day in the next stage, depending on actual situations and waste generated.

The plant will completely treat domestic waste, ordinary industrial waste and other types of solid waste generated every day to make Bac Ninh an environment-friendly, green, clean and beautiful province.

In addition, Bac Ninh is currently a big power consumer which usually stands among top consumers in the north.

Powered by heat recovery technology for electricity generation, the facility will use waste as a valuable input to produce sustainable energy. After going into operation, it will generate about 80 million kilowatts of electricity per year in the first phase and about 200 million kilowatts in the second phase, meeting a part of electricity demand in Bac Ninh province.

Could you tell us more about the project as well as its operation plan after being completed?

This hi-tech waste-to-power plant covers an area of ​​4.834 ha in a dumping site in Dong Sai village, Phu Lang commune, Que Vo district, Bac Ninh province.

We chose the technology line after working with European experts, including circularly fluidized waste sorting lines from leading Finnish suppliers. It takes 16-18 months to receive the equipment from the date of placing orders. Advanced technological solutions will help sort and dispose municipal solid waste into high calorificized fuel to feed circularly fluidized bed incinerators to fully utilize fuel value and generate electricity. The project is advised by a famous Swiss technical consultant and supervisor.

The fluidized bed incinerator technology, combined with the input waste treatment line, treats exhaust gas and ash to produce electricity. This technology has also been appraised and approved by the Ministry of Science and Technology for Thang Long Energy Environment Joint Stock Company to be applied to waste projects on the territory of Vietnam.

The project, officially started in May, is currently building infrastructure and supporting works. As planned, the project will be completed and put into operation in early 2021.

Strong, rapid replication from Bac Ninh

Could you please tell us more about the reason for your investment in Bac Ninh province? Will you expand your investment after this project?

Bac Ninh is a developed province and one industrial center in the north. Besides fast and strong economic expansion, the province is also faced with domestic solid waste pollution. A huge amount of waste discharged is an environmental challenge to Bac Ninh province but an opportunity for Thang Long Energy Environment Joint Stock Company to invest in a hi-tech waste-to-power plant in the locality.

Besides, we have found that Bac Ninh has a dynamic and attractive investment environment with a lot of investment incentives and business support policies. Local authorities have supported us in administrative procedures while we are carrying out the project.

As an investor, this is very important for us because the shorter time of setting administrative documents also means we can optimize the cost and improve project feasibility, thus helping us access capital more conveniently and ensure financial balance.

In addition, the province's policy is to give priority to hi-tech projects, environmentally friendly industries. In 2019, Bac Ninh province has chosen the theme “Bac Ninh acts for a clean environment”, which demonstrates the high political resolution of the provincial leadership to building a healthy living environment for people. This is also a favorable point for us when we construct a high-tech waste-to-power plant in the province.

In addition to seeking investment opportunities in Bac Ninh province, we expect the success here will help us to carry out other large-capacity waste-to-power projects in many other provinces and cities across the country in order to improve the environment and energy in Vietnam today.
