ASEAN 2020: Cohesive and Responsive

Vietnam will officially assume the rotating chairmanship of the Association of Southeast Asian Nations (ASEAN) from January 1, 2020. The theme for ASEAN 2020 chosen by Vietnam is “Cohesive and Responsive.”

2020 is very significant to ASEAN in general and Vietnam in particular. For ASEAN, this is an important watershed year for the mid-term review of the implementation of the ASEAN Community Blueprint in 2015 - 2025. For Vietnam, this is a milestone marking 25 years of its ASEAN membership. Vietnam will also be a non-permanent member of the United Nations Security Council for the 2020 - 2021 term.

At the recent international press conference on Vietnam's ASEAN Chairmanship 2020, General Secretary of the 2020 ASEAN National Committee, Deputy Foreign Minister Nguyen Quoc Dung emphasized that the ASEAN Chairmanship is a great responsibility and a great opportunity. Accordingly, Vietnam will set the highest determination and priority to successfully fulfill this important task.

Vietnam has chosen the theme “Cohesive and Responsive” for its ASEAN Chairmanship 2020. Deputy Minister Dung said, with “Cohesive”, Vietnam wants to consolidate the solidarity and unity, strengthen internal capacity, promote the strong development of the ASEAN community, enhance regional connectivity and economic connectivity, raise the sense of ASEAN community and identity, engage people and place the people at the heart. With “Responsive”, Vietnam wants to upgrade ASEAN capacity to proactively and effectively respond to the fast-changing world, to emerging challenges such as strategic competition among world powerhouses, to global issues such as climate change, cybersecurity, terrorism and transnational crimes, while improving the capacity to take advantage of opportunities and restrain challenges caused by the Fourth Industrial Revolution.

In the ASEAN Year 2020, Vietnam will chair, coordinate and organize 300 different conferences and events, with the most important being two High-Level Meetings in April and November 2020 (to be attended by about 20 delegations), the 41st General Assembly of the ASEAN Interparliamentary Assembly (AIPA) in August 2020, the ASEAN Foreign Ministerial Meeting with partner countries (to be attended by 30 delegations), Meetings of Political-Security, Economic and Cultural-Social Ministers, Defense Ministers Meeting, Transnational Crime Ministers, Meetings of Ministers of Economics, Finance, Environment and Transport, Deputy Ministers Meetings and workgroup meetings to prepare for above meetings.

Vietnam has developed and presented five priorities for the ASEAN Chairmanship 2020: (1) Strengthening the implementation of ASEAN’s role and contribution to maintaining peace, security and stability in the region; (2) Promoting regional connectivity, improving adaptability and grasping opportunities of the Fourth Industrial Revolution; (3) Promoting the sense of ASEAN community and identity to create common values; (4) Promoting partnerships for peace and sustainability with other countries around the world; (5) Improving the adaptive and effective capacity of ASEAN as reflected in institutional reforms and increased operational performance of the ASEAN apparatus.
