Business Associations: More Efficiency

 

The economic growth of Ho Chi Minh City is not only due to the State policy but also the contribution of business associations. Business cooperation and assistance have created a strong business community and increased business efficiency of the members. On the occasion of the 30th anniversary of national reunification, VIB Forum  talked with the Chairmen of some major associations about their role and contribution.

 

Ability to undertake some public services - Chairman Pham Tra, HCMC Construction Association

 

HCMC Construction Association represents most construction contractors including consulting, designing, construction and the supply of building materials. The association has provided information, promoted trade and contributed to the drafting of construction and land laws. It is also a forum for the members to exchange experiences and increase competitiveness in the economic integration. With good business planning and astute investment, certain members have doubled their growth rates such as WACO, Nam Long, and Phan Vu. WACO is regarded as an international contractor, implementing several projects funded by ADB, applying modern technology and receiving packages up to US$10 million.

 

As chairman of the association, I request the State to allow the association to do some public service work such as certifying the quality of projects and enterprises, supporting access to bank loans, evaluating bidding packages and membership. To do its job, the association must have full-time staff and be more efficient in providing members with correct information and increase their competitiveness, especially in view of WTO admission.

 

More supervision against tax evasion is needed - Chairman Hoang Nghia Dan, HCMC Cable and Wire Association

 

The association has intensified co-operation between its members in exchanging market information, promoting trade and investment, increasing production and quality and avoiding unhealthy competition. The association’s members have participated in seminars, training courses and business missions organised by the government and VCCI. In 2004, the export value of the sector was over US$3 million. With long-term investment, the sector can make even bigger progress. I request more assistance from the State as the industry requires big investment and more time for development. I recommend that the State take action against tax evasion in imported products and regulate the tax rates more precisely without levying  two different tax rates - zero and 20 per cent - to the same kind or products such as 24KV cable of EPR and XLPE.

 

Artisans should be honoured - Chairman Nguyen Don, HCMC Association of Fine Arts and Wooden Furniture

 

In recent years, the association has launched a strong promotion programme, developing relationship with foreign organisations such as Jetro, Amcham, and Eurocham to expand the market. In conjunction with the city, the association organised Expo 2003 and 2004 and many contracts were signed with foreign partners. The association sponsored Hoa Mai Awards 2002, 2004 for designs of wooden furniture to promote export and domestic consumption. Members of the association have actively participated in the programme, upgrading equipment and expanding the market, increasing the growth rate to 86 per cent in 2004.

 

I recommend that the State encourage the development of the sector and grant the title of “artisan” to those who merit the honour.

The association unites most of the garment and embroidery enterprises in the city and plays an important role in upgrading management and production. The association serves as a bridge between members and related authorities, implementing several production and promotion programmes. We hope that the State will lend stronger support so that the association can perform its role better.

 

So far the association can train managers, technicians and shop keepers. By the end of the second quarter of 2005, the association will open an international training centre providing trainees with skills up to the regional standard.
