Improving Environment to Draw Investors

Recently, the Vinh Phuc Industrial Parks Authority has accelerated information technology application to ease the settlement of administrative procedures for investors, and quickly instructed and supported them to deal with formalities, particularly through the Provincial Public Administration Center.

Accordingly, the Vinh Phuc IPs Authority has operated industrial park management software, opened training courses, and instructed businesses to update software data to enable it to grasp operations of tenants in industrial parks and attract more investment funds into local industrial parks.

Immediately after the Government issued the Master Program for State Administration Reform in 2011-2020, the Vinh Phuc Industrial Parks Authority informed and disseminated documents on public administration reform issued by authorities of Vietnam and Vinh Phuc province through conferences, at agency briefings, on document processing software and electronic information portal. In 2011-2020, the Vinh Phuc IPs Authority issued 72 directive and executive documents on public administration reform; organized two training conferences, one workshop on public administration reform for the business community in industrial parks, 41 conferences on new legal regulations and instructions on settlement of administrative procedures. These events attracted the participation of thousands of attendants.

Following the direction of the Vinh Phuc Provincial People’s Committee, the Vinh Phuc IPs Authority has regularly reviewed all administrative procedures within its jurisdiction. After reviewing, the Vinh Phuc IPs Authority proposed reducing by 25% the time needed to settle 17 administrative procedures, helping reduce regulatory compliance costs for tenants in industrial parks. Currently, 100% of its administrative procedures are fully disclosed on the website; 100% of employees are provided with official email accounts; 100% of incoming and outgoing documents are updated and processed on the software, helping reduce administrative documents, sending and receiving time, and strengthening information security.

From 2011 to the first quarter of 2020, the Vinh Phuc IPs Authority received 7,292 records and completed 7,245 records, of which 7,152 were made on time or ahead of time, accounting for 98.72% of solved records; 93 records were delayed, accounting for 1.28%; and 47 records were pending. The number of punctually or prematurely processed records accounted for a high proportion. In particular, in the 2011-2020 period, the board did not receive complaints about bureaucratic harassment of public employees from organizations and enterprises.

With its efforts to reform administrative procedures, in the year to date, despite considerable impacts of the COVID-19 pandemic, local industrial parks managed to attract 15 new FDI projects and two fresh DDI projects, bringing total valid projects to 369, including 63 DDI projects with nearly VND15 trillion of investment capital and 306 FDI projects with more than US$4.2 million. Tenants in industrial parks are employing over 90,000 workers.

In the coming time, the Vinh Phuc IPs Authority will regularly review and simplify administrative procedures concerning industrial park management; improve the quality of administrative complaint settlement, minimize the rate of late settlement of records filed by enterprises; enhance the performance of single-window division, provide Level 3 and Level 4 online public services. At the same time, the Vinh Phuc IPs Authority will build a contingent of qualified employees; upgrade information technology infrastructure system; improve the quality of information on the website and apply information technology to direction and administration of industrial park development in Vinh Phuc province.
