Pho Noi Textile and Garment Infrastructure Development JSC: Effective Investment, Sustainable Development

Rated among the high performing infrastructure investors that have attracted a lot of big investors into their industrial parks, Pho Noi Textile and Garment Infrastructure Development Joint Stock Company is proudly contributing to the development of the northern textile and garment industry, said Mr. Nguyen Hai Ha, General Director of the Company, in an interview granted to Vietnam Business Forum’s reporter.     

Pho Noi Textile and Garment Infrastructure Development Joint Stock Company is an industrial infrastructure investor in Hung Yen province. What are its key projects for success and distinction from its peers?

Pho Noi B Textile and Garment Industrial Park, invested, managed and operated by Pho Noi Textile and Garment Infrastructure Development Joint Stock Company - VINATEX ID, a member unit of Vietnam National Textile and Garment Group (Vinatex), is one of industry-specific industrial parks in the north established according to the Prime Minister’s Decision 413/QD-TTg dated April 10, 2001 shaping the textile and garment industry and supporting industries.

Covering 121.82 ha, developed in two phases, the industrial park has attracted many prestigious international investors such as Coats Phong Phu Company Limited (UK), Hung Yen Textile and Dyeing Limited (Carvico Group - Italy), Linea Aqua Vietnam Limited (Sri Lanka) - a joint venture between Speedo International (UK) and Brandot International (USA), or Jasan Group, Regina Co., Ltd, Senko Service and Distribution Co., Ltd. Besides, the facility has also successfully lured big domestic investors such as Hanoi Dyeing Joint Stock Company, Viet Hung Industrial Investment Company Limited, Du Phat Fashion Joint Stock Company with IVY Moda brand, Duc Giang Chemical Group Joint Stock Company, Vinatex Knitting Company Limited and Dong Xuan Knitting Company.

To be different from its peers and achieve stunning successes, the company invested to upgrade a wastewater treatment plant, rented from Vietnam National Textile and Garment Group, to treat 10,000 cubic meters of wastewater discharged by textile and dyeing facilities and their supporting facilities a day, meeting national environmental standards. The plant installed automatic output quality monitors and transmits data electronically to the Department of Natural Resources and Environment of Hung Yen Province.

In addition, the water supply plant will have its capacity expanded to 17,000 cubic meters a day from current 12,000 cubic meters to meet water-consuming industries like textile and dyeing. Furthermore, the company has invested in convenient traffic, electricity, lighting and water supply and drainage systems, and hired experienced service and infrastructure staff to safely and effectively operate these systems to assure tenants.

While investing in industrial infrastructure development, the company always actively engages in social security and philanthropic events in the province as well as in the country. Would you be kind enough to share more about these?

Over the years, our company has always paid attention to and focused on social security and philanthropic activities in the province and in the country as a whole.

In Hung Yen province where our company is headquartered, every year, we spend a lot of money to support local people to have a happy Tet - the biggest public holiday in Vietnam, the Full Moon Festival, Children's Day, and War Invalids and Martyrs Day. Periodically, we work with the Hung Yen Red Cross to launch voluntary blood donation programs and present gifts to disadvantaged children and families. We coordinate with Vinatex Trade Union and respond to relief efforts for victims of natural disasters in mountainous regions and in the central region.

Joining hands with the whole country to contain the COVID-19 epidemic, the company distributed a lot of free facemasks to employees of tenants in Pho Noi Textile and Garment Industrial Park and to local enforcement officers. The company also presented facemasks to local agencies and schools.

In particular, in order to ease pressures on primary education infrastructure, the company funded nearly VND4 billion for the construction of a 2-storey primary school with eight classrooms in Di Su commune.

Will the company continue to invest in key local textile and garment projects and spread sustainable development in the coming time?

The company always defines that investment is aligned with social security and a clean environment. Therefore, we have prepared for the second phase investment in the wastewater treatment plant, expected to have a daily capacity of 8,000 cubic meters to improve the future environment in the industrial park and sustainable development.

In order to offer favorable living and living conditions for workers, the company is also speeding up the construction of a 5-ha multi-purpose service area and building affordable accommodations, covering 6.5 ha, for workers and experts of tenants in the industrial zone when the textile and garment industry is a major employer in Vietnam. These facilities will provide commercial, sporting and cultural services, as well as offer affordable accommodations for about 4,000 workers and families.

What do you think about the business investment climate in Hung Yen province?

Given advantageous geographical location, land availability and abundant human resources, Hung Yen province is a magnet to industrial investment projects. The special treatment policy for investors and the effective support from industrial park operators are key to the tremendous success of investment attraction by Hung Yen province-based industrial parks.

Furthermore, the province should pay attention to enhancing the quality of the investment environment by launching large-scale investment promotion programs for industrial park operators to boost their images among domestic and foreign investors, with focus placed on investment quality.

It should maintain good administrative and land reform, flexibly administer appropriate policies, disseminate land policies, and reduce the time for site clearance and investment procedures to court businesses, especially gigantic ones.

Hung Yen province will further raise the quality of human resources and provide better opportunities for investors.
