Improving Public Employee Quality

Ninh Binh province has made positive progress in building a contingent of public employees to meet development requirements in the new situation. The Ninh Binh Department of Home Affairs has importantly contributed to this achievement. In this regard, Vietnam Business Forum has an interview with Mr. Dinh Cong Toan, Director of Ninh Binh Department of Home Affairs. Nguyen Dung reports.

Could you please briefly introduce current personnel attraction in Ninh Binh province?

In the past time, the department advised the Provincial People's Committee to issue recruitment, employment and management of public employees, including policies on recruitment of highly qualified human resources and issue Plan 02/KH-UBND dated January 10, 2019 to implement Decree 140/2017/ND-CP of the Government dated December 5, 2017 on policies on recruitment and training of core personnel from young excellent graduates and scientists. In the past 10 years, Ninh Binh province has recruited 844 highly qualified people who hold doctoral, master and bachelor degrees for administrative agencies in the province. As a result, the department has helped raise the quality of human resources.

Public employees have developed, with 28 more people holding doctorate degrees (increasing by 0.15%), 1,983 people holding master's degrees (increasing by 11.15%); and 2,720 people holding bachelor or equivalent degrees (up 15.29%).

Professional qualifications, working capacity, political qualities, ethics, lifestyle and sense of responsibility of public employees have been raised. More have better cultural, professional and political qualifications. Personnel development is a concern at all levels and in all stages such as recruitment, training, drilling, rewarding and disciplining. Entrance exams, selection, recruitment, appointment and evaluation of public employees are carried out in accordance with regulations in a democratic and public manner. Personnel training has helped raise professional qualifications and the sense of responsibility to gradually meet working requirements to fulfil their assigned responsibilities and tasks.

Based on these achievements, would you tell us top priority goals of the department in the coming time, as well as its key solutions that the department will implement?

The department’s top priority in the coming time is to accelerate reception and settlement of administrative procedures in the electronic environment and take satisfaction of organizations and individuals as a measure of working quality and performance. Our solutions are below:

First, effectively carrying out communications on administrative reform; reforming administrative procedures; implementing Decree 45/2020/ND-CP dated April 8, 2020 of the Government; disseminating and updating instructive documents of the central and provincial government on implementation of administrative procedures in the electronic environment and publish them on the department’s website; informing and guiding organizations and people to receive and provide online public services of Leve 3 and Level 4 to improve service quality, publicity and transparency of public administration agencies.

Second, regularly reviewing and proposing abolition of unnecessary administrative procedures, reduce time, simplify records and settle administrative procedures within the jurisdiction of the Department of Home Affairs.

Third, strengthen training and retraining to improve the quality of public employees in settling administrative procedures, supporting people, and providing administrative procedures in the electronic environment to ensure that the receipt and return of administrative procedures via public utilities like postal service are safe, accurate and lawful.

Four, strengthening information technology application and seeking solutions and initiatives to improve the process of handling records; receiving and handling administrative procedures of the department at the Ninh Binh Public Administration Service Center in time; measuring public satisfaction of administrative services and using this satisfaction as a gauge of working quality and performance and as a work performance assessing tool.
