Joint Attempts and Consensus to Accomplish Tasks in 2023

At the conference between the Government and localities, all the delegates affirmed their determination and commitment to strive for more achievements in 2023 than in 2022, as directed by Party General Secretary Nguyen Phu Trong.

Arousing the desire for development

“In 2023, Thanh Hoa province is resolved to successfully achieve a GRDP growth of 11% and develop all sectors more strongly than in 2022,” said Mr. Do Trong Hung, Secretary of Thanh Hoa Provincial Party Committee.

Mr. Hung said that it is necessary to uphold a sense of responsibility, act actively, flexibly, creatively and closely to reality, implement focused tasks with clear responsibility of concerned people and matters, clear conditions, clear time and clear effect, and regularly check, urge, adjust and supplement solutions to actual situations. It is necessary to actively monitor developments in the world, in the region, and in the country, and improve forecasting and analyzing capabilities in order to promptly propose policies and solutions to actively and effectively respond to all difficulties, challenges and negative impacts on production, business and people's livelihoods. At the same time, it is necessary to arouse aspirations for development, unlock potential advantages and favorable factors, and overcome limitations, weaknesses and bottlenecks to boost socioeconomic development.

“To continue promoting achievements in 2022, Hanoi City will focus on leading and directing the implementation of its 2023 tasks with the highest willpower and strive to complete all 22 targets and proposed plans," affirmed Chairman of Hanoi People's Committee Tran Sy Thanh.

In 2023, the world is forecast to be wildly uncertain. At the same time, 2023 is also an important year for executing the 5-year plan (2021-2025) and Hanoi continues to choose the theme of work as “Discipline, responsibility, action, innovation and development”, setting out 22 key socioeconomic development indicators, including a GRDP growth of 7.0% or more and a consumer price index (CPI) growth of below 4.5%.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the city received directions from the General Secretary and the Prime Minister to further complete and supplement solutions to be implemented in the coming time, right at the beginning of the year, to achieve all goals and tasks in 2023.

He suggested that the Government and the Prime Minister pay attention to directing and removing difficulties in production for enterprises, especially those active in textile and garment, leather and footwear, wood processing, electronics, to boost their business and ensure jobs and social security.

“We are also determined to work very seriously and urgently and to call for political and public consensus. Therefore, national key projects in our province have been effectively carried out. The site clearance for expressways has reached over 85% and started preparations for construction," said Chairman of Khanh Hoa Provincial People's Committee Nguyen Tuan Tuan. There is a need to continue effectively promoting solidarity, unity and high consensus, he said, adding that this is a decisive factor to local socioeconomic development.

Breakthrough policies

Looking toward 2023, Minister of Agriculture and Rural Development Le Minh Hoan said some key tasks must be carried out to “reinforce, fill up the ground and build up the supporting economic role” of agriculture, advance forward socioeconomic structure and help realize national competitive advantages.

Those include identifying market indicators to adjust production and orient input area planning; and redefining the growth space for expanding export and domestic markets.

In addition, the agricultural sector and localities are determined to implement the "180-day plan" to fully and substantively carry out recommendations of the European Commission on combating illegal fishing and actively fight against violations. In that process, fishermen are the actors in the fishery-fisherman-fishing ground structure toward sustainable fishery development.

Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that 2023 was forecast to see some major social impact issues: Economic liquidity, the decline of bond, securities and real estate markets, and underemployment.

Showing his determination to complete the set goals, he added that, in 2023, the government will submit to the Central Party Committee to issue a resolution on social policies in the 2023-2035 period, with a vision to 2045, with the goal of developing a comprehensive and modern social security system; review and complete the legal framework, mechanisms and policies for construction and operation of a flexible, synchronous and modern labor market; improve the capacity and efficiency of state administration, mobilize social resources to implement social policies, form a livelihood net and narrow inequality gap.

Minister of Construction Nguyen Thanh Nghi proposed continuing to improve the unified and synchronous institution in the real estate market; focus credit for social housing development projects, ongoing projects that fully meet legal conditions and industrial estate; and speed up implementation of interest support for social housing investment loans and old housing upgrading in 2023.

"The Ministry of Construction recommends focusing on carrying out the 1 million affordable house project, setting aside a special credit package for low-income earners to rent and buy affordable social houses," he suggested.

Meanwhile, according to Minister of Transport Nguyen Van Thang, in 2023, the Ministry of Transport will focus on directing the scheduled completion of key, important projects, especially component projects of the Eastern North-South Expressway in the 2021-2025 period; commence construction on expressway projects assigned to localities; complete and operate some sections of North-South Expressway in the 2017-2020 period; and ensure the construction progress of Terminal T3 at Tan Son Nhat Airport and Long Thanh Airport.

Sharing her agreement with those opinions, Governor of the State Bank of Vietnam Nguyen Thi Hong said that, in 2023, monetary policies will give the highest priority to liquidity and stability of the banking system. The SBV will continue to flexibly and consistently operate monetary policy tools, closely coordinate with fiscal and other macroeconomic policies; appropriately regulate credit policies; and maintain economic recovery momentum.
